Overview: 

The Project Management Office (PMO) of the Oak Ridge National Laboratory (ORNL) seeks a Project Manager to support the efforts on the procurement, assembly, installation, and commissioning of equipment to enrich stable isotopes.  This position will work with the scientists and engineers that are associated with the Enrichment Science and Engineering Division and will help develop project documentation, schedules, cost estimates, risk registers associated with the work.  The position will also work closely with Project Controls to help manage costs and help determine variance explanations.

Major Duties/Responsibilities: 

  • Execute Stable Isotope Program project actions, to include acquisition strategy, contractor selection, engineering, assembly, and commissioning of enrichment facilities and equipment.
  • Motivates and leads a matrixed integrated project team to deliver assigned projects on budget, on schedule, and within scope.
  • Works closely with the ORNL Plasma Enrichment, Science and Engineering Section Head (responsible manager) to ensure the integration of safety into design in all phases of the project through the completion of a successful DOE Operational Readiness Review.
  • Identifies and defines the project scope and is responsible for managing the project Work Breakdown Structure, schedule, cost estimates, actual costs, risk register & risk analyses, earned value reporting and baseline change control.
  • Interfaces with major construction project stakeholders: DOE; Engineering, Procurement, and Construction firms; support contractors; and research and development groups. Will also support preparing and executing various internal and external project performance reviews.
  • Support the Control Account Managers (CAMs) and project manager staff in preparing for various project Critical Decision reviews, including internal and external project status reviews.
  • Attends technical and management meetings to understand and report status accurately.
  • Performs ad-hoc activities as necessary to support project success.

Basic Qualifications:

  • BS/BA in project or construction management, business, engineering or equivalent combination of education , experience, and specialized training will be considered.
  • Must have demonstrated experience managing diverse, high performing teams.
  • Must have strong communications skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management, and senior project staff members. 
  • At least 5 years of experience in successfully performing project management duties with technical engineering or scientific projects with a demonstrated track record of successful projects.
  • At least 5 years of project experience establishing baselines, incorporating baseline changes, producing monthly reports / metrics and variance analysis.
  • The ability to obtain and maintain a Department of Energy clearance.

 

Desired Qualifications:

  • Project Management Professional (PMP) certification, or equivalent project management certification.
  • MS in project or construction management, business, engineering or equivalent.
  • Understanding of DOE Order 413.3b and EIA-748 compliant EVM.
  • Experience with risk management, working with risk analysis and simulation software.
  • Experience with isotope production or similar technologies.
  • Experience with projects using a ‘DOE compliant’ EVMS environment; to include establishing baselines, incorporating baseline changes, producing monthly reports and variance analysis.
  • Experience with preparing and participating in DOE Office of Science Independent Project Reviews (IPRs) and EVMS surveillance reviews. 
  • Experience in an R&D environment and understand the inherent uncertainty in R&D tasks.
  • An active Department of Energy clearance.
