Overview:

The Cyber Resilience and Intelligence Division in the National Security Sciences Directorate (NSSD) at Oak Ridge National Laboratory (ORNL) is seeking a senior scientist to serve as the group leader for the Energy and Control Systems Security (ECSS) group. The group leader will develop, manage, provide leadership and technical execution of NSSD’s cyber-physical research and development portfolio with a focus on energy and control systems security.  A focus area for this position will be cyber-physical security needs of interest to the Department of Energy to include grid, manufacturing, vehicle, and building security. The overall program portfolio will support DOE, DoD, Intelligence Community (IC), and homeland protection requirements. The selected candidate will oversee the group’s applied R&D agenda, will recruit and hire new staff that will enable execution of the group mission, will lead the effort to respond to new funding opportunities, and will guide the ongoing growth and development of the research staff that will carry out that R&D agenda.

 

Major Duties/Responsibilities

  • Engage with senior management to implement ORNL’s energy and control systems security strategy and integration necessary to support national security programs, projects, and tasks.
  • Initiate, develop, conduct, mature and lead ORNL energy and control systems security research & development capabilities.
  • Supervise, mentor, and advise group members in all matters relating to career development.
  • Lead and manage the technical execution of research and development projects.
  • Grow the technical capabilities of the group
  • Promote ORNL and its partners’ energy and control systems security research and development capabilities as they apply to the national security community.
  • Maintain knowledge currency of national-level energy and control systems security research and development requirements.
  • Generate plans, proposals, budgets, and strategy for energy and control systems security programs, applications, and issues.
  • Provide scientific and technical advice for national level energy and control systems security issues and ORNL programs.
  • Present briefings and instruction to technical audiences, leadership and sponsors on energy and control systems security integration mission, issues, research and programs.
  • Identify and articulate ORNL capabilities and customer requirements to internal and external technical audiences, leadership and sponsors.
  • Review, evaluate, document and report annual staff performance.
  • Consistently apply appropriate ES&H standards.
  • Maintain a strong commitment to the implementation and perpetuation of ORNL’s core values and ethics.

 

Basic Requirements:

  • A MS in Electrical Engineering, Mechanical Engineering, Computer Science, Biomedical Engineering or comparable with 6+ years of operational and/or research and development experience (or equivalent) in cyber physical security or a complementary field is required.
  • Demonstrated research and development expertise in U.S. critical infrastructure systems cyber security and operational experience in the cyber security arena at the national agency or department level.
  • 3+ years of experience in large project/program management and/or research management at a research institution.
  • Experience engaging government agencies to capture sponsored research programs.
  • A proven publication record in the field of interest.
  • Experience writing successful R&D proposals. 

 

Preferred Qualifications:

  • Experience as Principal Investigator for large projects with the Department of Energy (DOE) and/or Department of Defense (DoD).
  • Formal training with legal frameworks associated with intellectual property.
  • Formal training in the field of business administration.
  • Experience building and conducting R&D on energy systems and energy system testbeds.
  • Experience writing OUO-level reports.
  • Experience in a national level agency in an operations management role, and enterprise and all-source intelligence experience.
  • Preference will be given to candidates with experience conducting, managing and directing classified research and development projects and experience working with the DOE, DoD or US government intelligence agencies.
  • A demonstrated ability and willingness to acquire new knowledge and learn new skills, along with superior interpersonal, verbal and written communication skills.
  • Ability to proactively work independently and as a member of a team.
  • Demonstrated ability to effectively interact with senior levels of client management and others involved in technical endeavors.
  • Demonstrated ability to write research plans and proposals and to project a vision for future research relevant to energy and control systems security.
  • A successful record of developing research partnerships and collaborative relationships with universities, industry, and research laboratories.
  • Excellent interpersonal skills, the ability to work independently, outstanding written and oral communication skills, good organizational skills.
  • Experience developing new business working with government agencies.

 

Special Requirement:
This position requires the ability to obtain and maintain a Secret Compartmental Investigation (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.  In addition, due the SCI, you may be also be subject to random polygraph testing.
