Overview:
We are seeking Express Buyer position. Under general supervision, the selected candidate will award and administer Purchase Orders for commercial items and services for UT-Battelle/Oak Ridge National Laboratory (ORNL).
Major Duties/Responsibilities:
- Reviews requests/requisitions and specifications to ensure adherence to Company policy and Department of Energy (DOE) prime contract requirements.
- Issues, manages, and fully administers purchase orders for commercial goods and services, generally valued under $15,000.
- Processes modifications and closeout requests.
- Develops and maintains accurate and complete files according to Company policy.
- Acts as primary point of contact for all functions related to each award, including meeting with suppliers, internal customers, and division management as needed.
- Negotiates any ambiguities and pricing, and awards Purchase Orders for the ‘lowest priced, technically acceptable’ bid.
- Evaluates bids to determine supplier’s ability to furnish the requited items or services within budgetary limitations.

Basic Qualifications:
- A HS diploma and a minimum of 5 years relevant experience.
- Excellent organizational and communication skills are a must.
- Must be able to perform effectively in a fast‑paced work environment while maintaining a high level of accuracy.
- Must be a customer service-oriented and mission focused individual with the ability to communicate effectively with a diverse laboratory population.
- Must be a team player who can effectively work with other teams in the Division to accomplish our acquisition strategies.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
- Excellent written and oral communication skills.

Preferred Qualifications:
- BS/BA degree in business, supply chain, or a technically related field with minimal experience.
- An associate’s degree with at least two years of relevant experience.
- Working knowledge of ORNL/DOE procurement regulations and policies and procedures.
- Experience with Ariba/SAP, the ORNL business enterprise computer system.
- Proficiency in Microsoft Office tools and Adobe Acrobat.
- Ability to function well in a fast-paced procurement environment, set priorities, and adapt to changing needs.
- Basic knowledge of FAR, DEAR, DOE acquisition regulations.
Special Requirements:
- Visa sponsorship is not available for this position.
- This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
