The Nuclear Nonproliferation Division (NND) at ORNL advances U.S. export control and nonproliferation objectives by providing subject matter expertise that strengthens national security policy, supports regulatory improvements, and enhances compliance and implementation at both localized and federal levels. Within NND, the Nonproliferation Safeguards and Treaty Verification Section provides direct support to the DOE and the National Nuclear Security Administration (NNSA) to help control, detect, and deter the proliferation of nuclear, chemical, biological, and missile (NCBM) technologies. Our nonproliferation work spans the full spectrum of NCBM-related technologies and includes applied analysis and operational support that informs export control implementation, interdiction, compliance, and international engagements. The Section also supports the development of U.S. nonproliferation policy by providing technical analyses and recommendations that help propose, evaluate, and inform updates to relevant policies, guidance, and regulatory frameworks. We are seeking an senior property management and nonproliferation technical staff member to join our diverse team and help advance these efforts.

 

Major Duties/Responsibilities:

  • Be familiar with Export Control regulations, technical specifications, and property management life cycle processes.
  • Work with nonproliferation staff and/or department subject matter experts to develop new and/or revise policy and procedure documents and forms related to high risk property.
  • Gather information from multiple sources to develop new procedures or update existing ones, ensuring accuracy and completeness.
  • Able to conduct process mapping to show decision points for the control of high risk personal and clearly document types of safeguards and control required.
  • Evaluate existing work processes to develop operational procedures, job aids and recommended process changes to incorporate safeguards to control HRPP.
  • Design Smartsheet solutions that align with business goals, using best practices for project management, resource management, and automation.

Basic Qualifications:

  • National Property Management Association Certified Property Professional Manager (CPPM)
  • A minimum of 20 years of experience in property management, logistics or related field.
  • Demonstrated skills in technical writing.
  • Strong technical aptitude.
  • Strong teamwork skills and works well with diverse backgrounds.

 

Preferred Qualifications:

  • A genuine interest in U.S. and international export control regulations, including all United States export agencies (Energy, Commerce, State, Nuclear Regulatory Commission, and Treasury) and international control regimes (Nuclear Suppliers Group, Australia Group, Missile Technology Control Regime, and Wassenaar Arrangement).
  • Successful candidates will be highly organized and self-motivated, with strong interpersonal skills, effective oral and written communication skills, and training development capabilities.
  • Proficiency in management, automation, form development, reports, and dashboards.

  • Security, Credentialing, and Eligibility Requirements: Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
