Overview:
The Oak Ridge National Laboratory (ORNL) is seeking a Senior Procurement Officer who will provide subcontract/procurement support, with an emphasis on construction subcontracts.
Major Duties/Responsibilities:
- Responsible for awarding and managing special and unique subcontracts (particularly those of programmatic significance, large dollar value, complex construction subcontracts, etc.), including oversight of construction subcontract supplier performance and post-award administration.
- Serve in a leadership role on process improvement teams, routinely mentoring/training other staff, and serve as a primary point of contact for customer leadership interations.
- The position responsibilities also include the following: pre-procurement planning with customer, pre-proposal conferences, facilitating management reviews, leadership of subcontract negotiations, participation on process improvement teams, award of evaluated/best-value procurements, and subcontract closeout.
- May represent the Contracts division as a team lead or senior professional in support of a Laboratory customer.
- Reviewing purchase requests and technical documents/specifications to ensure adherence to Department of Energy (DOE) prime contract requirements, as well as ORNL and Contracts Division policies and procedures.
- Develops and maintains accurate and complete files according to division and company procedures.
- Acts as the primary point of contact for all functions related to each award.
- Coordinates award activities with appropriate parties (Customers, Receiving, Requisitioners, Accounts Payable, Materials Clerks, Legal, Property, etc.).
- The successful candidate must be able to demonstrate their knowledge of a wide range of principles, theories, professional competencies & work methods used in contract management.

Basic Qualifications:
- BS degree in business, supply chain or a technically related field.
- Eight or more years of relevant contracts administration experience.
- Customer service oriented with the ability to communicate effectively with senior level leadership.
- Excellent communication skills, written and oral, and able to work effectively with a variety of individuals at all levels of ORNL and government organizations.
- Working knowledge of FAR, DEAR and DOE procurement regulations, policies, and procedures.
- The candidate must possess the ability to function in a fast-paced business environment requiring a high degree of accuracy.
- Must be customer service oriented with the ability to communicate effectively with a diverse laboratory population.
- Excellent attention to detail and well-developed written and oral communication skills.
- Requires proficiency in PC Microsoft Office, word processing, spreadsheets and databases, such as Excel, Adobe Acrobat and Word.
- Must possess the ability and willingness to work effectively as a member of a team, as well as independently, as required.
Preferred Qualifications:
- Experience with DOE or federal government procurement is highly desirable.
- Experience with ORNL business systems, including SAP or Ariba is highly desirable.
- MBA or relevant contracting professional certifications are also desirable.
- Advanced level of knowledge and experience applying contracting practices and procedures, plus track record managing complex projects for senior leadership customers is desired
