The Radiation Safety Information Computational Center (RSICC) is a Federally-sponsored information analysis center that serves to acquire, archive, evaluate and disseminate computational tools and data for applied nuclear technology. RSICC is the official agent of the Department of Energy (DOE) and the Nuclear Regulatory Commission (NRC).


RSICC staff members are responsible for the dissemination of computational tools and data to researchers and students within the national laboratories, academia and the nuclear industry. RSICC also maintains international collaborations with Japan’s Research Institute for Science and Technology (RIST) as well as the Nuclear Energy Agency within the Organization for Economic Cooperation and Development (OECD-NEA). Distribution of software and data packages must be performed in compliance with export control requirements of Federal agencies including but not limited to the Department of Commerce (DOC), the Department of Transportation (DOT), the NRC and the DOE. Furthermore, all export to foreign countries on Federal sensitive list requires a nonproliferation review by the National Nuclear Security Agency (NNSA). RSICC also manages a secure CLOUD to provide access to sensitive computational tools and data to researchers that otherwise would not have access to such codes and data. The primary customers of RSICC include the DOE, the NRC and the NNSA. The primary function of this position is to support senior RSICC staff in the processing of registrations and requests compliant with DOE orders as well as providing customer service and support including answering email and phone calls from customers and directing customers to the appropriate staff when necessary.


We are currently seeking qualified applicants for a Technical Specialist in the Nuclear Energy and Fuel Cycle Division. The position affords the Technical Specialist the unique opportunity to work as the primary technical professional supporting the operations of RSICC. 


Major Duties/Responsibilities:

  • Management of technical relations with software developers in the U.S. and abroad.
  • Management of technical relations with the Data Bank of the Nuclear Energy Agency of the Organization for Economic Cooperation and Development.
  • Management of RSICC’s secure cloud computing server for domestic and international clients.
  • Responsible for contributing to RSICC’s monthly programmatic reporting to Federal sponsors.
  • Serve as the primary technical point of contact and co-manager of work-for-other agreements with the U.S. Nuclear Regulatory Commission for distribution of legacy NRC codes.
  • Packaging and testing of legacy and modern computational software used in the nuclear industry.
  • Responsible for implementing technical controls such as license keys for controlled nuclear software.
  • Responsible for development and implementation of computer security plans RSICC’s database systems and the secure cloud computing system.
  • Responsible for documenting and maintaining distribution records for software distributed by RSICC.
  • Responsible for customer support for installation and use of software distributed by RSICC.

Basic Qualifications:

  • Bachelor’s degree in an applicable technical field.
  • Experience and familiarity with modern software development practices such as unit testing and revision control.
  • A minimum of 5 years of experience in software testing and/or development on PC, MacOS, and LINUX operating systems.
  • A minimum of 5 years of experience in programming in FORTRAN and C/C++ computing languages.
  • A minimum of 5 years of experience in build frameworks: CMake, Ninja, and Make with the ability to compile codes using these frameworks.
  • A minimum of 5 years of experience in use of scripting languages particularly Python, Perl, Bash (Linux and MacOS), and Batch/PowerShell (Windows)
  • A minimum of 5 year of demonstrated experience with software deployment on personal computers, servers, and high-performance computing systems.
  • Experience with Access Database including query creation.
  • Experience automating processes and workflows.
  • Demonstrated expertise in operations and management of a secure cloud computing cluster.
  • Familiarity with developing and implementing computer security plans.
  • Familiarity with U.S. Federal export control requirements for Department of Commerce and Department of Energy controlled software.
  • Self-starter that can set daily priorities to accomplish the goals of the center.
  • Ability to work effectively as a part of a team for the delivery of software to customers Worldwide. 
  • Ability to be approved for source code access to software controlled by the U.S. Department of Energy.
  • Ability to manage multiple products simultaneously.
  • Experience supporting international collaborations.
  • Experience working for or collaborating with DOE national laboratories.


Funding source:  

This position will be directly funded. RSICC receives funding from the DOE Office of Nuclear Energy, the Nuclear Regulatory Commission, the NNSA’s Nonproliferation Office and Nuclear Criticality Safety Programs as well as from other Federal and private sponsors. RSICC’s total budget is approximately $1.8M from which this position would be supported.
