The Office of Integrated Performance Management is seeking a Records Analyst to support ORNL’s records program and provide strategic solutions to assigned customers on records management.  This position is also responsible for ORNL’s Privacy Act records program which includes coordinating and fulfilling Privacy Act record requests on behalf of the Department of Energy (DOE).


Major Duties/Responsibilities: 

  • Make recommendations and implement key records management strategies and initiatives for ORNL’s records program.
  • Advise assigned customer organizations on interpretation and application of record requirements such as DOE Order 243.1C, Records Management Program.
  • Serve as ORNL Privacy Act records program subject matter expert.  Ensure and assess compliance with 5 U.S.C. 552a (Privacy Act), 10 CFR 1008 (DOE Records Maintained on Individuals), and other applicable requirements. 
  • Facilitate multiple tasks across ORNL for Privacy Act record requests and provide responses to DOE.
  • Coordinate and communicate with various subject matter experts (Legal, Privacy Officer, Information Support and Release Services, Information Technology) regarding the management of ORNL’s Privacy Act System of Records and release of records.
  • Lead improvements for record processes and Privacy Act records program, with effective change management principles.
  • Provide backup support as needed to support Freedom of Information Act (FOIA) requests.
  • Apply excellent interpersonal skills within and across organizations to build positive work relationships and to present effective communications to individuals or groups. 


Basic Qualifications:

  • Bachelor’s degree in a business, technical, or relevant field with a minimum of five years of experience in records management activities. A combination of education and experience will be considered.


Preferred Qualifications:

  • Experience with or awareness of Privacy Act record requirements
  • Master’s degree in a business, technical, or relevant field
  • Working knowledge of complex federal regulations
