Overview:
We are seeking a Business Operations Analyst for Business Management Services (BMS) in the Research Reactors Division (RRD) of Neutron Sciences Directorate (NScD). The mission of BMS is to provide excellent, efficient, and compliant nuclear grade services to support safe and reliable High Flux Isotope Reactor (HFIR) operations.
The BMS Section is responsible for Reactor Certification and Qualification, Nuclear Materials and Procurement, Information Technology (IT) implementation, Document Control and Records management, financial planning, and budget management.
The Business Analyst works closely with the BMS Section Head to coordinate and oversee a variety of business management activities to ensure operational excellence, strategic alignment, and organizational effectiveness within the section and the division.
Major Duties/Responsibilities:
- Plan, forecast, and manage high value, multi-year budgets using the Integrated Work Plan (IWP) tool, ensuring budgetary milestones are met in compliance with regulatory requirements.
- Utilize forecasting techniques to analyze trends, anticipate resource needs, and inform planning and budgeting decisions.
- Analyze monthly cost reports against projected spending to determine end-of-year balances.
- Work closely with the RRD Section Heads and Group Leaders to align resources with priorities and resolution of operational challenges in pursuit of operational excellence.
- Establish, measure, and communicate critical metrics for success and impact.
- Implement process improvement strategies to enhance productivity, streamline operations, and strengthen accountability across the division.

Basic Qualifications:
- A BS degree in finance or business-related field with a minimum of 5 years of relevant experience.
- Experience performing financial analysis using spreadsheets and related software tools.
Preferred Qualifications:
- An MBA plus experience with budgetary planning.
- Experience supporting business operations in a nuclear, Department of Energy, or similarly regulated technical environment preferred.
- Familiarization with government orders and requirements related to budgeting and finance.
- Extensive knowledge of strategic finance and financial data analysis with experience in operating facilities.

Security, Credentialing, and Eligibility Requirements:
- This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
- For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
- Additionally, ORNL is subject to Department of Energy (DOE) access restrictions.
