Purpose: 

 

The Enrichment Science and Technology Division (ESED) in the Isotope Science and Engineering Directorate (ISED) seeks applications for a Technical Project Manager position to lead the Domestic Uranium Enrichment Centrifuge Experiment (DUECE) project.  The Enrichment Science and Engineering Division serves the nation in two critical areas: advancing enrichment technologies, and exploring enriched stable isotope production and applications. The division leverages an elite staff of scientists and engineers with the world-leading capabilities of Oak Ridge National Laboratory to deliver groundbreaking advancements with a variety of applications, from national security to life-saving medical treatments.

 

Major Duties / Responsibilities:

 

The selected candidate will be responsible for leading the research and development within the DUECE project and ensuring execution according to the approved schedule, cost, and technical milestones of the DUECE Project.  The Project Manager works closely with the ESED Division Director, DUECE Control Account Managers (CAMs), Section Heads and Group Leaders to execute the scope of work defined in the project management plan (PMP). The selected candidate will have direct interface with the project/program Sponsor and Department oversight personnel.  Additional interfaces will be with principal investigators, management, engineers, technicians, and other individual stakeholder personnel. This position’s responsibility will include:

 

  • Provides scientific and technical leadership, in collaboration with division and directorate leadership, that advances the Domestic Uranium Enrichment Program technical goals at ORNL
  • Provides technical direction to DUECE project leaders and team members
  • Demonstrates cross-functional team leadership
  • Builds strong teams by collaborating across ORNL and securing external expertise when needed. Leverage ORNL facilities and resources when developing new projects
  • Ensures adherence to master plans and schedules
  • Ensures projects are completed on time and within budget
  • Ensures that project milestones are met
  • Develops and monitors project risk register and takes proactive steps to mitigate risk
  • Leads the project team in areas of project execution, task development, and operations
  • Supports and contributes to the negotiation and preparation of contracts by considering the financial conditions, resources, and contractual requirements
  • Leads by example, using the principles in ORNL’s “Research Code of Conduct” as a guide for proposing, performing, and communicating research and in dealing with others
  • Exemplifies a commitment to “One ORNL” by modeling lab expectations for excellence in research, operations, and community engagement, and by working cooperatively to leverage capabilities across the lab

 

Basic Qualifications and Requirements:

 

  • This position requires a Ph.D. in Mechanical Engineering, Nuclear Engineering, or related field with a minimum of 12 years relevant experience, or a M.S. in with a minimum of 16-year experience, or a B.S. with 20-years of experience in experimental research and development within a large, multiprogram research environment.
  • Qualified candidates will have demonstrated experience in successfully leading diverse R&D teams to solve complex, interdisciplinary problems.
  • The ability to work flexible hours and travel when required.
  • Excellent written and oral communication skills with proven ability to successfully interact with internal and external project stakeholders
  • Proven ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs
  • A strong understanding of and application experience with the principles of project management
  • Ability to hold and maintain a DOE Q security clearance is required
  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

Preferred Qualifications:

 

  • Active DOE Q security clearance
  • Experience within the isotope enrichment industry
  • Project Management Professional (PMP) certification
  • Detailed knowledge of and experience with EVMS
  • Understanding of DOE Order 413.3
  • Experience in preparing and participating in DOE critical decision reviews
