Overview: 

The Enrichment Science and Engineering Division (ESED) in the Isotope Science and Engineering Directorate (ISED) is seeking a Technical Project Manager (TPM) to lead the Domestic Uranium Enrichment Centrifuge Experiment (DUECE) project. ESED serves the nation in two critical areas: advancing enrichment technologies and exploring enriched stable isotope production and applications. The division leverages an elite staff of scientists and engineers with the world-leading capabilities of Oak Ridge National Laboratory (ORNL) to deliver groundbreaking advancements with a variety of applications, from national security to life-saving medical treatments. This position reports to the ESED Division Director. 

 

Major Duties/Responsibilities: 

 

The selected candidate will be responsible for leading research and development within the DUECE project and ensuring execution according to the approved schedule, cost, and technical milestones of the project. The TPM will work closely with the ESED Division Director, DUECE Control Account Managers (CAMs), Section Heads, and Group Leaders to execute the scope of work defined in the project management plan. The selected candidate will have direct interface with the project/program sponsor and department oversight personnel. Additional interfaces will be with principal investigators, management, engineers, technicians, and other individual stakeholder personnel. Specifically, the TPM will:

 

  • Provide scientific and technical leadership, in collaboration with division and directorate leadership, that advances the Domestic Uranium Enrichment (DUE) program technical goals at ORNL.
  • Provide program input and manage the relationship between ORNL and Nationl Nuclear Security Administration (NNSA) program management.    
  • Provide technical direction to DUECE project leaders and team members.
  • Demonstrate cross-functional team leadership.
  • Build strong teams by collaborating across ORNL and securing external expertise when needed and leverage ORNL facilities and resources when developing new projects.
  • Ensure adherence to master plans and schedules.
  • Ensure that projects are completed on time and within budget.
  • Ensure that project milestones are met.
  • Develop and monitor project risk register and take proactive steps to mitigate risk.
  • Lead the project team in areas of project execution, task development, and operations.
  • Support and contribute to the negotiation and preparation of contracts by considering the financial conditions, resources, and contractual requirements.

Basic Qualifications:

  • This position requires a Ph.D in mechanical engineering, nuclear engineering, or a related field, with a minimum of 12 years of relevant experience; or an MS in a related field with a minimum of 16 years of experience; or a BS with 20 years of experience in experimental research and development within a large, multiprogram research environment.
  • The qualified candidate will have demonstrated experience in successfully leading diverse research and development teams to solve complex interdisciplinary problems.
  • The candidate must be able to work flexible hours and travel when required.
  • Excellent written and oral communication skills are required, with the proven ability to successfully interact with internal and external project stakeholders.
  • The candidate must have the demonstrated ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever-changing needs.
  • A strong understanding of and application experience with the principles of project management are critical.
  • The ability to hold and maintain a US Department of Energy (DOE) Q security clearance is required.

 

Preferred Qualifications:

  • Active DOE Q security clearance
  • Experience within the isotope enrichment industry
  • Project Management Professional (PMP) certification
  • Detailed knowledge of and experience with earned value management systems (EVMS)
  • Understanding of DOE Order 413.3
  • Experience in preparing and participating in DOE critical decision reviews

 

Special Requirements:

  • HSPD-12 PIV badge: This position requires the ability to obtain and maintain an HSPD-12 PIV badge.  
  • Q clearance: This position requires the ability to obtain and maintain a Q clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
