­­Overview:  

The Field Intelligence Operations Division (FIOD) invites candidates to apply for an Enterprise IT Program Manager role supporting DOE and other National Laboratories with Enterprise IT responsibilities, such as Exchange, Active Directory, and Storage.  The Enterprise IT Program Manager will lead and oversee large-scale, cross-functional technology programs supporting enterprise operations. This role is responsible for end-to-end program delivery, including strategic planning, stakeholder engagement, schedule and cost management, risk mitigation, and alignment with enterprise IT goals. This role ensures compliance with DOE security policies and procedures as outlined in System Security Plans (SSPs), with a focus on system operations, maintenance, and disposal.

Job Duties and Responsibilities:

  • Collaborate with IN-40 to deliver an operational and innovative IT-Enterprise environment for DOE and the FIEs.Lead the planning, execution, and delivery of complex IT programs aligned with organizational objectives.
  • Collaborate with stakeholders to define scope, requirements, priorities, and success criteria.
  • Manage cross-functional teams, including internal staff, contractors, and vendor partners.
  • Oversee program schedules, budgets, resources, and performance metrics.
  • Ensure compliance with organizational policies, cybersecurity, and information assurance standards.
  • Communicate program status, risks, and dependencies to executive leadership and stakeholders.
  • Identify and implement process improvements to drive operational efficiency and program success.
  • Conduct technical discovery sessions to elicit and validate detailed requirements including security and safety constraints.
  • Evaluate and influence user experience (UX) by collaborating with UI/UX designers and front-end developers, ensuring software is intuitive, accessible, and aligned with stakeholder expectations.
  • Develop and maintain comprehensive project documentation including charters, roadmaps, software quality assurance plans, and high-level requirements.
  • Perform cost-benefit analyses and resource allocation planning with an understanding of government budgets and while managing multiple funding streams.
  • Communicate effectively with diverse stakeholders—including scientists, engineers, operators, and federal partners—to ensure alignment of technical solutions with mission goals and operational requirements.
  • Effectively communicate the importance of protecting proprietary or sensitive information and complying with security policies and guidelines.
  • Ensure the quality and safety of the Group’s work environment.

Basic Qualifications: 

  • BS in computer science or related field and a minimum of eight (8) years of relevant experience. An equivalent combination of education and experience may be considered.
  • Current TS clearance with SCI eligibility
  • Experience leading multi-sized and multi-tiered projects in support of multiple project sponsors.
  • Experience with secure information technology and cybersecurity operations
  • Experience leading/managing technical teams.
  • Excellent written and oral communication skills. 
  • Demonstrated organizational skills. 
  • Must be organized, self-motivated, and be able to work with minimal guidance. 
  • Excellent written and verbal communication skills with an ability to interface with numerous cognizant security agencies, customers, and senior managers.

Preferred Qualifications:

  • Prefer at least seven (7) years of experience management large-scale IT programs or portfolios.
  • Demonstrated experience in enterprise IT infrastructure, cloud services, or application modernization.
  • Knowledge of the Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs) and configuration standards and security compliance requirements per DOE, DOD, and the IC.
  • Working knowledge of Industry Standard tools for purposes of audit reduction, vulnerability scanning, and malware analysis is preferred. Relevant tools include but are not limited to: Trellix, Storage options, Splunk, Tenable Nessus, Host Based Security System (HBSS) components, Security Content Automation Protocol (SCAP) Checker, and STIG viewer.
  • Experience with Security Directives, Policies, Publications, and Regulations.

 

Special Requirements:

  • Visa sponsorship is not available for this position.
  • Work may involve various physical requirements and working conditions.
  • Q clearance with SCI: This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.  In addition, due the SCI, you may also be subject to random polygraph testing.
