Overview:
We are seeking an Export Control Analyst who will focus on export control responsibility for analyzing and issuing technical determinations, compliance rulings, and managing lifecycle licensing responsibilities. This position’s responsibilities include technical classification of technologies/items, establishing export compliance actions and supporting the export control needs of international programs and initiatives as required under federal laws, regulations, and Department of Energy (DOE) directives. This position resides in the Export Control Group in the Laboratory Protection Division within the Facilities & Operations Directorate at Oak Ridge National Laboratory (ORNL).
Major Duties/Responsibilities:
- Supporting the Export Control Team in the evaluation and analysis of ORNL programs and initiatives, facilities, Cooperative Research and Development Agreements, Strategic Partnership Agreements, Intellectual Property Reviews, Software, Leadership Computing Projects, specifications, technology assessments for foreign visits and assignments, foreign travel, and other areas.
- Review the interpretation of applicable export control laws and regulations and the associated export control requirements of primary government agencies such as the Department of Commerce, Department of State, Department of Energy, Treasury Department, and the Nuclear Regulatory Commission.
- Evaluate technologies, item classification, jurisdiction, end use (application) and end users (recipients) and issue export control determinations.
- Interface and work with Principal Investigators (scientists/engineers) to assess technology and assist with navigating export control requirements.
- Performing with limited supervision when issuing compliance decisions and directing export control activities as required.

Basic Qualifications:
- B.S. in International Relations, Business Law, International Trade or another relevant field.
- Minimum of two years’ direct experience in export controls. However more years of similar experience in compliance, engineering, or other technical field as it relates to export control would be considered.
Preferred Qualifications:
- Education or experience that includes a technical field such as engineering, chemistry, physics, computational sciences, or a technical degree is helpful.
- An advanced degree and additional years of experience would be considered a plus.
- Comfortable working in a diverse technical field and analyzing those technologies in the context of changing laws and regulations.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative and multi-disciplinary teams.
- Possess good human relation skills, must be able to negotiate compliance positions with government agencies, be able to communicate well in writing, as well as orally, including preparation and delivery of compliance requirements, presentations and training sessions.
Special Requirements:
- Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
- Visa Sponsorship: Visa sponsorship is not available for this position.
- HSPD-12 PIV badge: This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
- Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
Security, Credentialing, and Eligibility Requirements:
For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
For foreign national candidates:
If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
