Overview:

The Systems Management (SM) Group within the Nuclear Nonproliferation Division (NND) at ORNL is seeking an experienced IT Project Manager. In this role, you will lead an Agile software team focused on developing and delivering safety-related applications in a regulated, technical environment. You’ll be responsible for ensuring development efforts are delivered on time and within budget, managing risk, removing impediments, and ensuring compliance with applicable policies and procedures. The ideal candidate will work closely with software engineers, cybersecurity experts, and stakeholders at all levels to drive technical feasibility and delivery. This position also supports process improvement initiatives and serves as an advocate for project management excellence across the SM Group.

Job Duties and Responsibilities:

This is not a general project management role. The successful candidate will be expected to understand and contribute to technical discussions and work closely with developers to ensure technical feasibility and delivery.

 

  • Lead Agile Teams: Provide hands-on leadership in the design, development, and delivery of scalable, secure software solutions that meet complex safety and mission requirements.
  • Drive Project Success: Manage scope, schedule, budget, and risk across multiple funding streams, with a strong understanding of government project lifecycles.
  • Facilitate Agile Practices: Run Agile ceremonies (standups, sprint planning, reviews, retrospectives, backlog refinement) to maintain team momentum and foster continuous improvement.
  • Define Requirements: Conduct technical discovery sessions to gather and validate detailed requirements, including safety and cybersecurity constraints.
  • Ensure Regulatory Compliance: Translate business needs and regulatory frameworks (e.g., DOE Orders, ASME NQA-1, FDA) into actionable, sustainable software requirements.
  • Champion User Experience: Collaborate with UI/UX designers and developers to ensure intuitive, accessible, and user-centered software interfaces.
  • Maintain Documentation: Develop and manage key project artifacts such as charters, roadmaps, software quality assurance plans, and high-level requirements.
  • Oversee Financials: Perform cost-benefit analyses, allocate resources, and prepare and present monthly budget reviews to ensure financial accountability.
  • Engage Stakeholders: Communicate effectively with scientists, engineers, operators, and federal partners to align technical solutions with mission goals.

 

Basic Qualifications:

  • BS degree in computer science, information systems, or business.
  • Minimum of 8 years of experience leading software development projects, with direct responsibility for team leadership, technical planning, and active participation in Agile ceremonies.
  • Must demonstrate close collaboration with software engineers and a consistent record of delivering results in Agile environments.
  • Proven expertise in Agile project management, including backlog management, sprint planning, and iterative delivery of impactful software solutions.
  • Strong financial acumen with experience in budgeting, forecasting, and cost-benefit analysis.
  • Demonstrated ability to meet deadlines, drive execution, and deliver results in complex, regulated environments.
  • Excellent analytical and systems thinking skills, with the ability to align technical details with strategic goals.
  • Exceptional communication and stakeholder engagement skills, with the ability to influence, build trust, and collaborate across diverse teams.
  • Advanced planning and problem-solving capabilities, particularly in dynamic or compliance-driven settings.

 

Preferred Qualifications:

  • MS degree in computer science, business, or project management.
  • PMP certification.
  • Experience with ASME NQA-1 software development.
  • Experience in a production environment.
  • Experience with sensitive data.
  • Proficiency with Azure DevOps.
  • Familiarity with version control systems, CI/CD pipelines, and cloud-based development environments.

 

Special Requirements:

  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
