Overview
US ITER (www.usiter.org) is a collaborative effort between Department of Energy laboratories (ORNL, Princeton Plasma Physics Laboratory and Savannah River National Laboratory) under the DOE Office of Science. Our mission is to contribute to the construction of the international ITER fusion facility (www.iter.org) now under assembly in France. The United States is one of seven ITER members (with China, Europe, India, Japan, Korea, and Russia) working together to build and operate this experimental facility that will demonstrate the feasibility of fusion energy by producing a self-sustaining burning plasma. US ITER is responsible for delivering twelve crucial hardware systems for the ITER facility. The $6.5 billion project is approximately halfway completed, and final deliveries are expected to be finished within the next decade. The project was baselined in 2023 and the annual funding profile is >$200 million per year.
The Project Manager of the US ITER Project serves as an executive leader with a strong focus on project execution including cost, schedule, and performance baseline management. The Project Manager informs and directs project management actions and oversees the project support team managers (project controls, system engineering, procurement, human resources, business management, logistics, document control, information technology and configuration management) to assure successful project performance. The project support teams total approximately 30 staff members. Under the direction of the Project Director, the Project Manager also communicates project progress and issues to the US ITER Federal Project Director and the DOE Office of Science Fusion Energy Sciences program. The Project Manager is expected to support the Project Director with day-to-day leadership of the US ITER team, while also bringing an executive management perspective to identifying and resolving issues.
The Project Manager reports to the Director of the US ITER Project. The Director oversees the project’s strategic direction and ensures that it meets the approved performance plan and DOE expectations. Additionally, the Director collaborates with various external parties, such as the international ITER Organization, other ITER members, partner laboratory leadership and DOE Office of Science Fusion Energy Sciences.
Main Duties / Responsibilities
- Direct project management actions, including cost, schedule, and performance baseline management in coordination with the US ITER Project Director.
- Lead the Assistant Project Manager and managers of project support teams to support project success.
- Drive the execution of the project according to approved baselines and DOE direction.
- Prepare for annual Office of Project Assessment (OPA) Independent Project Reviews (IPR) and other related reviews.
- Establish and achieve US ITER cost and schedule objectives, ensuring quality expectations are met.
- Manage the project WBS, schedule, cost estimates, risk register, and baseline change control.
- Oversee contract and procurement activities, ensuring progress meets DOE and project expectations.
- Manage the shipping and warranty program, including transportation contracts and tracking IO receipt and acceptance of hardware.
- Own and manage project-management level risks and risk handling plans.
- Interface directly with ORNL business and operations, DOE, IO, and international partner point of contacts.
- Coordinate and communicate project status and performance information to project leaders, Department of Energy (DOE) representatives, and senior management at Oak Ridge National Laboratory (ORNL).
- Develop and implement the annual project budget and work plan, staying within approved cost and schedule baselines.
Basic Qualifications
- B.S. in math, science, or engineering and a minimum of 20 years of experience leading important technical programs or projects.
- Proven track record leading people and successful projects.
- Knowledge of DOE project management and order 413, including procurement policy.
- Demonstrated understanding of earned value management systems and management tools such as Primavera (P6) and Deltek Cobra.
Preferred Qualifications
- Proven successful management of large, complex scientific/technical projects.
- Ability to work productively with highly skilled professionals.
- Experience with alternate contracting vehicles and selection methods and processes.
- Willingness to travel domestically (6-12 trips per year) and internationally (1-2 trips per year).
- Experience with DOE Office of Science projects.
- Familiarity with fusion science and technology.
