The Energy Science and Technology Directorate (ESTD) is seeking qualified applicants for a Facility Project Specialist to provide operational support for research activities at the Hardin Valley Campus.

 

This individual will facilitate R&D equipment installations and decommissioning efforts.

 

The individual will be responsible for coordination of space allocation with R&D line management and communicating project needs to Facility Management Division (FMD) staff. The Facility Project Specialist will be responsible for project oversight from proposal through completion of commissioning. The individual will be responsible to develop and maintain equipment installation or decommissioning plans throughout the lifecycle of the project.

 

This position will be responsible for coordination, planning, and task preparation with customers and other support personnel, which is essential to ensure that work is conducted in a safe and efficient manner.

 

This position resides in the Hardin Valley Campus of the Energy Science and Technology Directorate at Oak Ridge National Laboratory (ORNL).

 

Major Duties/Responsibilities:

 

  • Responsible for executing the strategic plan for facility floor plan and space allocation with respect to R&D needs.
  • Serve as the primary point of contact for planning and coordination services for major direct subcontract and Tenant Improvement projects.
  • Provide project status updates to requesting party and relevant stakeholders on a routine basis and per request.
  • Identifying suitable locations for proposed R&D project based on availability of existing utility infrastructure in accordance with line and program management.
  • Monitor space utilization and recommend changes as appropriate.
  • Coordination of pre-operational inspections, certifications, and calibrations during equipment commissioning.
  • Serve as Technical Project Officer (TPO) for research equipment vendor direct subcontracts
  • Coordinate equipment warranty and preventative maintenance (PM). 
  • Assist in preparation of planning documents including schedules, work plans, and activity hazard analysis documents.
  • Work with contractor to develop activity hazard analysis (AHA) and submit to ESH staff for review/approval.
  • Oversee subcontractor work practices to ensure work is conducted safely, securely and in compliance with Laboratory policies, standards, and procedures.
  • Ensure completeness of records necessary to maintain configuration control, equipment history, and regulatory reporting.
  • Establish and maintain a business culture that focuses on meeting the needs of customers, ensuring they are fully informed about programmatic and corrective maintenance tasks, schedules, status, delays, etc. in order to minimize operational impacts.
  • Participate in safety walk downs, audits, assessments, and corrective action management where applicable.
  • Provide timely notification and reporting of incidents, occurrences, and events.

Basic Qualifications:

 

  • BS/BA degree in a business, engineering or science related discipline and five years of relevant experience, or an AS degree and seven years of relevant experience
  • Applicants must have good interpersonal and communication skills, computer skills, organizational skills, and the ability to develop positive customer relations

Preferred Qualifications:

  • Experience in coordination of complex infrastructure work in sensitive research facility settings including research laboratory spaces and utility rooms.
  • Experience working with business systems and management controls at ORNL.
