Overview: 

Oak Ridge National Laboratory (ORNL) seeks an experienced Work Planning & Control professional to support the Activity-Based Work Control (ABWC) Project. This position will work as part of an integrated team to support the organization’s shift from current state to a new ABWC process and the supporting IT application that is under development. The ABWC Coordinator will support all aspects of the project from planning to execution, as well as other project initiatives and ABWC sub-team scope in support of project success. This position is in the Environment, Safety, Health and Quality Directorate and reports to the Safety and Operations Services Division Director. This position will provide full-time support to the project through its completion, after which it will support normal operations of Activity-Based Work Control and the Work Project/Planning & Control Management System. The position will interact directly with the ABWC Project Director, members of the ABWC project team as well as all levels of ORNL’s organizational stakeholders.

Major Duties/Responsibilities: 

Planning:

  • Supports development and maintenance of the ABWC Project’s Master Transition Plan to define and implement the path to successful transition.
  • Engages with organizational stakeholders to scope and plan transition for each piece of the organization to establish and maintain a phased adoption strategy.

 

Communication:

  • Acts as a liaison and primary point of contact for the organization to facilitate a smooth transition from legacy systems and processes.
  • Reinforces and serves as an advocate for project change management and communication initiatives.
  • May present to large groups of staff to establish common understanding and expectations for transition.

 

Support:

  • Adheres to and utilizes established project processes and tools.
  • Prepares and presents presentations, reports, or dashboards as required, providing recommendations and findings on matters relating to the project.
  • Supports ABWC Project sub-teams and/or project scope initiatives.
  • Supports normal operations of ABWC following project completion.

Basic Qualifications:

  • A Bachelor’s degree in a science or operational discipline or relevant technical field (e.g. health and safety, industrial hygiene, engineering, operations, etc.) with a minimum of 8 years of experience in occupational safety, engineering, ES&H, research operations, work planning, and/or project management is required. Equivalent education and experience will be considered.
  • This position requires the ability to obtain and maintain a Q clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse Prevention (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

Preferred Qualifications:

  • Experience working as a team player in an ever-changing, multi-discipline, multi-task and integrated/functional organizational environment which requires interfacing with management, researchers, facility users/visitors and operations staff.
  • Experience with work control processes working in multi-disciplinary R&D environment or supporting industrial, radiological, nuclear and/or secure facilities and operations.
  • Experience in the DOE system and ORNL systems such as the Research Hazard Analysis and Control System (RHACS), the Work Plan System (WPS), Integrated Safety Management (ISM), the Facility Service Center (FSC), and the Hazardous Material Management Information System (HMMIS).
  • Knowledge and background in chemical/material identification and evaluation along with experience in hazard analysis and exposure assessment activities.
  • Demonstrated excellence in leadership, interpersonal, verbal, and written communication skills.
  • Ability to work independently, under pressure, with strong problem-solving skills. Ability to prioritize work and manage multiple projects, activities and tasks simultaneously.
  • Strong organizational and time management skills and ability to meet inflexible deadlines on own initiative.
  • Experience in lean manufacturing principals/techniques or project management is preferred.
  • Experience in Change Management principles/techniques is preferred.
