Overview: 

We are seeking a Applications Team Lead who will focus on providing technical leadership and supervision of software developers.  This position resides in the Research and Mission Support Applications Group in the Information Technology Services Division, Business Services Directorate at Oak Ridge National Laboratory (ORNL).     

 

As a Technical Team Lead, time will be divided between technical and administrative activities.  Technical work includes providing oversight and leadership of technical projects and providing direct support of customers/projects.  Administrative activities include managing and mentoring staff supporting application projects along with setting direction and strategy for the team.

 

Your team will support software and application development for projects across the laboratory.   Applications include a full range of technology consisting of newer applications developed in VueJS/.Net Core, older web technologies, and commercial software packages.  You will work with key stakeholders across projects to balance staff workload and technical delivery.  You and your team will work closely with other technical leads for managing the pipelines and infrastructure for deploying your applications.  The ability to provide metrics, strategy, and stay current with existing tooling and trends in the industry will be required.

 

Major Duties/Responsibilities: 

Staff management and project activities include:

  • Performance management, including creation of yearly performance and development plans, improvement plans (as needed), and year-end assessments.
  • Routine meetings with staff and program managers to understand current projects and roadblocks. 
  • Assistance in removing any roadblocks (may require escalation).
  • Time and attendance oversight and approval.
  • Develop and manage training plans and budget.
  • Work with staff and customers to develop and/or review solutions.
  • Hire/contract for additional staff necessary to support projects.
  • Provide report as requested on staff delivery and project status.
  • Project management of informal to formal projects enabling on time, on scope, and on budget delivery.

 

Technical tasks vary greatly depending on the role.   Some of those tasks could include:

  • Working through complex tasks or challenges with team members or software owners
  • Collaborating with research and mission support customers to build out technical roadmaps
  • Ensure the secure and effective operation of computing systems through compliance with ORNL procedures and IT Internal Operating Procedures.
  • Develop and document system and service diagrams, procedures, and software build/install notes.

 

Basic Qualifications:

  • A bachelor’s degree in computer science or related discipline and 12 years of experience in information technology. An equivalent combination of education and experience may be considered.
  • Experience with Software Development Lifecycles
  • Excellent interpersonal skills suitable for communication with customers and management.
  • Good written and verbal communication skills.
  • Demonstrated ability to lead (projects, teams, etc.)

 

Preferred Qualifications:

  • Experience training and mentoring groups and individuals in complex technical environments.
  • Project planning and management experience.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
  • Experience with Agile development methodologies

 

Q  clearance:

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
