Overview:
ORNL is seeking an Associate Cyber Staff Operations Specialist to provide support to the Cyber Operations team. This position resides in the Information Technology Services Division (ITSD), Business Services Directorate (BSD) at Oak Ridge National Laboratory (ORNL) and reports directly to the Chief Information Security Officer (CISO). This position will support all aspects of cyber security operations, engineering, and governance to include technical advice, design, and implementation of innovative projects. The selected individual will also work collaboratively with Cyber Security Research teams in order to improve our cyber security posture.
The selected individual will participate in meetings and planning sessions across a variety of subject areas relevant to the Cyber Group and be able to coordinate Cyber activities and deliverables in alignment with Cyber, ITSD, ORNL and Department of Energy (DOE) directives. This position will be expected to act as secondary to senior technical staff on areas of high mission criticality and work collaboratively on analysis and design of future cyber capabilities.
The successful candidate is expected to facilitate continuous improvement of technical processes and procedures, to include supporting development and design of cyber specific websites for tracking and monitoring deliverables for leadership, managing agendas for executive briefings and assorted other requirements as necessary. This individual will also manage Cyber software license tracking and purchases in support of monthly and quarterly budgetary review.
The successful candidate will assist in providing overall coordination, tracking, and stability of Cyber work efforts as directed by leadership. The Associate Cyber Staff Operations Specialist will establish new and improve existing processes and methodologies for Cyber task and deliverables calendar and assist in the technical design and implementation of automated reporting.
Major Duties/Responsibilities:
- Participate in Cyber leadership team meetings for strategic planning, policy development, and decision-making, scribe as necessary to ensure consistency in outcome, provide ideas for enhancing processes and automation of tasks.
- Manage and improve license and budget tracking for internal and external Cyber deliverables, providing technical process improvements for streamlined reporting.
- Manage and assist with electronic tracking of audit, data call, and assessment progress in classified and unclassified space in support of executive orders, directives, departmental orders, and other regulatory requirements as necessary.
- Improve current technical processes and coordinate organizational procedures for optimized efficiency and productivity in all areas as needed.
- Prepare deliverables for review and ensure they adhere to the appropriate internal and/or external acceptance standards, automating reporting in all areas possible and working with staff to provide technical integrations.
- Plan, coordinate, and keep contents of a meeting focused to meet objectives and time constraints.
- Provide direct support to the CISO and Cyber Operations leadership as required in all areas of operations, engineering, governance, and be prepared to act as research liaison as needed.

Basic Qualifications:
- Bachelor’s degree with 2 or more years of relevant experience in federal document management, budget, and electronic information flow; a combination of education and experience will be considered for exceptional candidates
- Knowledge of electronic systems utilized for procurement, task tracking, and collaboration platforms
- Active DOE Q Security Clearance
- Excellent verbal and written communication skills
- Understanding of information technology and cyber security procedures and practices
- Experience with activities surrounding federal procurement, contracts, and purchase cards
- Proficient with, or able to quickly become proficient with, a range of general and specialized applications, software, and hardware used in the organization and the industry such as facility management, procurement, training, services requests, and data call or assessment tracking and provide ideas for analysis, design, and implementation of technical solutions which enhance the process
- Proficient with Microsoft Office Suite or related software

Special Requirements:
- HSPD-12 PIV badge:This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
- Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
- Q clearance with SCI: This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may also be subject to random polygraph testing.
