Purpose:  Support the Director of Oak Ridge National Laboratory (ORNL) in accomplishing the Laboratorys mission by providing leadership and oversight of radioactive and stable isotope research, development, and production; enrichment technology research, development and demonstration; and operation of ORNL’s nuclear facilities that underpin these activities. The Isotope Science and Technology Directorate (ISTD) aligns its research and development (R&D) and operational capabilities to serve a wide variety of U.S. Department of Energy (DOE) sponsors that include the Office of Science, the Office of Nuclear Energy, the National Nuclear Security Administration, and other customers. Mission activities include: (1) new innovations in isotope production technology; (2) advancing the field of radiochemical processing methods to provide for the production and delivery of radioisotopes for science, medicine, industry, and security; (3) actinide science; (4) research, development, and demonstration of centrifuge technology innovations; (5) advancement of electromagnetic isotope separations technology; and (6) production of stable isotopes for medical, industrial, and DOE mission critical applications.


The Directorate also provides safe, reliable, and efficient nuclear facilities and infrastructure to enable world-class research. Specifically relating to the operation of ORNL non-reactor nuclear facilities, the ISTD ALD is responsible for (1) ensuring that ORNLs nonreactor nuclear facilities are operated within their approved authorization envelopes, (2) providing resources and services to support R&D mission work, and (3) ensuring that formal agreements are in place to describe the roles, responsibilities, authorities, and accountabilities of the facility operations organizations and the programmatic users while maintaining knowledge of global capability needs and assuring strategic ORNL assets are positioned to meet those needs. Other responsibilities include implementation of management systems, operations, safety, security, compliance, and performance assessments across the entire Directorate, and serving on the Laboratory Leadership Team.


The Directorate executes its missions by integrating the activities of two R&D divisions (Radioisotope Science and Technology, Enrichment Sciences and Engineering) and one operating division (Nonreactor Nuclear Facilities).


Major Duties/Responsibilities

• Establish and implement strategies that enable world-leading research, development, and production programs for radioisiotopes, stable isotopes, and enrichment technologies that deliver high impact science and technology achievements.

• Manage isotope programs and maintain sponsor relationships to ensure that the high standards of ORNL are met for science and technology products, while executing projects with distinction—on time, and within budget

• Establish new capabilities and facilities that are foundational to the enduring missions of ORNL

• Manage programmatic funds and discretionary investments for research and program development, and act as steward for laboratory operations, facilities, capital, and equipment.

• Attract, hire, retain, and develop staff members who strive to be the very best in their field

• Create and nurture an environment that promotes and embraces a diverse workforce

• Promote a culture of scientific excellence, while performing work in a safe and secure manner

• Draw upon the breadth of ORNL’s scientific capabilities to deliver on missions

• Envision and lead the establishment of collaborations and proposals that address the most compelling and complex scientific challenges

• Serve on national and international advisory committees and boards

• As a member of the leadership team, actively contribute to the development and implementation of the overall ORNL S&T strategy and agenda

• Ensure the operation of ORNL’s nuclear facilities in a safe and compliant manner


Qualifications Required

• Ph.D. or equivalent in a technical field (e.g., engineering or physical science) with 3 to 10 years of demonstrated executive management experience, including developing and leading large complex research programs and/or projects.

• Experience in communicating with key stakeholders, clients, program sponsors, and internal staff, and regarded as a leading expert and visionary

• Demonstrated experience of successfully developing, implementing, and executing strategy with engagement from critical stakeholders

• Recognized leadership in successfully managing a diverse technical organization

• Demonstrated achievement in building successful teams and promoting collaborative relationship

• Knowledge and understanding of nuclear facility operations and related support functions

• Ability to hold a security clearance. 


Special Requirements: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
