We are seeking a Techncial Projects Lead Group Leader who will support the Conventional Facilities (CF) Manager as the senior technical professional in the leadership of the STS CF Techncial Projects group to effectively execute the design, build, installation, and commissioning of the STS facilities.  The CF Techncial Projects group will manage large, technically complex, high value tasks for facility design, construction, and commissioning. The group leader will be responsible for developing external client relations with large AE Design Service firms and large CM/GC firms to ensure successful execution of contracts.  The Techncial Projects group leader must be experienced in managing a diverse team of contractors and integrating the contractor team with owner technical design development teams.  The Group Leader must posses a wide range of professional competency including knowledge of multiple disciplines required to execute facility development from inception to facility commissioning and turn-over to operations.  The Group Leader will be responsible for developing and managing the the initial site development of the STS and manage AE design and CM/GC pre-contruction contract tasks for site development and project initiation.  This position resides with in the Conventional Facilities team of the Second Target Station at the Oak Ridge National Laboratory (ORNL).   



As part of our research team, you will…

Major Duties/Responsibilities:  
•    Provide civil engineering expertise in site development for mass grading, roadway and utility infrastructure, stormwater and environment compliance.
•    Provide an advanced level of knowledge of multiple civil engineering specialties such as structural and seismic design to lead design approaches of technically complex facilities.
•    Provide a proven success in leading a team of sub-contracted AE firms, CM/GC, and consulting professionals in the development of project requirements, plans and specifications, and construction execution.
•    Provide portfolio management of the CM/GC scope packages and act as a liaison with the  technical task managers, engineering teams, and the STS CF Manager.
•    Provide forward-looking scope planning to best achieve the goals of the STS project while honoring the constraints imposed by the customer and project stakeholders.
•    Provide project initiation, planning and technical leadership, management of the technical task managers, and management of CM/GC scope packages that align with the project work breakdown structure.
•    Provide support and guidance to sub-project teams for uniformity across the overall project. 
•    Provide management support to the sub-project teams including guidance regarding schedule, cost maintenance and status, forecasting, and conducting what-if analyses.
•    Pro-actively identify risks and execute effective risk mitigation strategies.
•    Support the CF effort for internal and external peer review panels and teams.
•    Communicate project data tailored to different audiences (i.e. technical support teams, staff, researchers, and project stakeholders).
•    Provide proficiency in creating and implementing statements of work, systems requirements documents, project work/execution plans, BIM management plans, risk management plans, budgets and schedules, and other required project plans to ensure deliverables are on time and schedule.
•    Develop and implement safe design and construction principles to ensure the facility is constructed safely and can be operated within a safe environment.
•    Ensure construction work is performed in compliance with environment, safety, health, and quality program requirements using field verifications, and quality assurance reviews.
•    Maintain a strong commitment to the implementation and perpetuation of ORNL values and ethics.



Basic Qualifications:
•    A Bachelor of Science degree in Engineering or a Licensed Architect
•    At minimum of 12 years of technical project management experience managing large (>$25M) sub-contracts for design and construction, or demonstrated ability to manage multiple sub-contracts with similar annual value
•    Demonstrated ability to develop Statement of Works for design and construction, Project Management Plans, project schedules, resource planning, monthly status, and proficiency in presenting project data
•    Proven, successful management of facility development, infrastructure, and/or scientific projects 
•    Demonstrated ability to manage sub-contracted design and construction work with highly skilled architects and engineering firms and construction management contractors.



Preferred Qualifications:
•    Profession Engineer (PE)
•    Project Management Professional (PMP®) certification
•    Experience with both government and commercial design and construction projects
•    Prior experience as a Project Manager of projects managed under the DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets
•    Ability to promote teamwork and collaboration as well as generate innovative solutions to ordinary and extraordinary challenges
