Overview:
The Laboratory Protection Division at the Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for the position of the ORNL Classification Officer. This position is responsible for managing the classification requirements of the current UT-Battelle, LLC, contracts by ensuring the appropriate identification of ORNL programs and publications requiring protection in the interest of national security as defined in the Atomic Energy Act of 1954 (AEA) and Executive Orders, applicable federal regulations (10 CFR 1045, 10 CFR 1017, etc.), and Department of Energy (DOE) Orders and Directives. This position will lead the Classification Office team in the performance of the analysis of complex scientific and engineering and other information, as well as provide classification and Unclassified Controlled Nuclear Information (UCNI) guidance for ORNL Programs.

Major Duties/Responsibilities:
This Position will be responbile for:
- Serving as the DOE Headquarters Classification Representative for the ORNL Classification Office. In addition, this position will be responsible for compiling statistics concerning the ORNL classification program for the laboratory, OSO, and DOE Headquarters Office of Classification.
- Ensuring exemplary performance of ORNL’s classification program and maintaining operational awareness of classification issues in accordance with Department of Energy order requirements (DOE O 475.2B) and
- Providing scientific/technical direction pertaining to sensitive and/or classified information for projects/programs/tasks in classified subject areas at ORNL
- Working closely with Directors from the Science and Technology and Operations offices to develop draft classification guidance that is more detailed and tailored to the needs of the project and is based on the current classification guidance.
- Providing guidance and leadership to the Classification Office, ORNL Derivative Classifiers (DCs), and UCNI Reviewing Officials, ensuring they maintain a thorough knowledge and understanding of their area of classification authority and can competently execute their role within the boundaries of their charter.
- Interpreting policies and developing procedures for ORNL staff to ensure compliance with federal requirements related to the identification of classified, UCNI, and Controlled Unclassified Information.
- Identifying scientific and technical information that requires protection or control in accordance with federal regulations and DOE/National Nuclear Security Administration Classification policies and guidelines.
- Providing interpretations to identify the classification or controls required on programmatic work products or processes to adhere to current classification guidance from DOE and other federal agencies. Providing recommendations to resolve classification/UCNI issues affecting ORNL mission objectives and appropriate actions/responses to classification issues or questions based on expertise.
- Ensuring ORNL staff maintains a healthy awareness of classified subject areas, their responsibilities for protecting classified information, and the resources available to them for ensuring classified information is identified and protected.
- Conducting Evaluations of Freedom of Information Act (FOIA) requests.
- Preparing bulletins on classification guidance that is more detailed and tailored to the needs of the ORNL users—evaluating the effect of new or revised classification guidance upon ongoing ORNL missions.
- This position will require the applicant to obtain and maintain a broad classification authority for documents and materials produced at ORNL from the DOE Office of Classification.
- This position will require ambition and the ability to be self-educated in many complex scientific and engineering concepts that involve cutting-edge science/engineering here at ORNL.
Basic Qualifications:
- Bachelor’s degree in a scientific or technical degree field, as well as a minimum of 12 years relevant experience in classification, UCNI, declassification, or potentially classified subject areas, with increasing responsibilities for managing, implementing, planning, evaluating, and assessing this type of work.
- The applicant must be a Derivative Classifier before the appointment and must be a Derivative Declassifier within six months of appointment.
Preferred Qualifications:
- Master’s or Ph.D. in a scientific or technical field with 7-10 years of relevant experience in classification, UCNI, declassification, or potentially classified subject areas.
- Knowledge of classification principles, policies, and current classification/UCNI guidance
- An extensive understanding of the DOE Classification Program and overall mission.
- Excellent analytical and interpretation abilities for applying current DOE classification guides in such areas as nuclear weapons design and testing, military applications, arms control, nuclear nonproliferation, nuclear materials production, intelligence/counterintelligence, or safeguards and security to ORNL’s national security programs.
- Knowledge and extensive experience in the Laboratory's operating environment in order to define processes and procedures that ensure compliance with Federal requirements and are consistent with Laboratory objectives and operations
- Ability to maintain effective working relationships with ORNL personnel and DOE OSO.
- Strong verbal and written communication skills and well-developed interpersonal relationship skills.
- Strong decision making skills
- Considerable knowledge of database, word processing, and othercomputer applications
Special Requirements:
Q clearance with SCI: This position requires the ability to obtain and maintain an Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may be also be subject to random polygraph testing.
