Overview: 

The Oak Ridge National Laboratory (ORNL) is seeking an experienced Technical Staff member for the Clean Water Act/NEPA Program group within the Environmental Protection Services Division (EPSD). The EPSD is responsible for implementing programs that enable ORNL’s science missions through effective regulatory compliance support, specifically by facilitating ORNL compliance with Federal and State RCRA/Air/Clean Water Act/TSCA/USDA regulatory requirements and applicable Department of Energy (DOE) Orders.

 

Major Duties/Responsibilities:

The successful candidate will have extensive experience in the area of environmental Clean Water Act (CWA) regulatory compliance and a proven track record of managing complex environmental programs. This experience should include: 1) detailed knowledge of NPDES permitting and operations, 2) knowledge of freshwater aquatic environments; 3) the ability to prepare complex water permit applications and reports, 4) significant knowledge of compliance with CWA rules and regulations, 5) knowledge of industrial chemicals and their effects on water quality, and 6) a track record of successful interaction with internal and external customers including environmental regulators.

 

In addition to interpreting and applying regulatory requirements to Lab operations, the successful candidate will have demonstrated the ability to develop, communicate, and implement defensible risk-based decisions associated with environmental issues to staff and management.

 

Specific responsibilities:

  • Review, analyze, and interpret state and federal environmental laws, regulations, and other requirements, and communicate findings with ORNL management and staff to facilitate compliance.
  • Serve as the team member for CWA permit applications, renewals, and   modifications as required to support the ongoing and future ORNL onsite and offsite missions.
  • Develop CWA permitting strategies that maximize operational flexibility and minimize compliance vulnerabilities. Provide compliance guidance to ORNL staff and management to ensure CWA compliance.
  • Develop and implement procedures, subject areas, and training, as appropriate to support ORNL CWA compliance   needs.
  • Prepare required regulatory reports for onsite and offsite ORNL operations.
  • Conduct inspections and compliance investigations of onsite and offsite ORNL operations.
  • Assist leadership in the effective management of resources including capital and operational budgets to maximize efficiency and efficacy.
  • Work with and Water Quality Protection Team, Environmental Sampling & Data Evaluation staff, as needed, in evaluating environmental water monitoring and sampling results, trends, and overall performance.
  • Communicate with ORNL wastewater generators and assist in developing water quality improvement actions
  • Communicate with wastewater generators, local, state, and federal regulatory agencies as needed in support of ORNL mission needs. Must abide by the principles of Safe Conduct of Research including being personally responsible for ensuring safe operations by raising safety concerns, using a questioning attitude, considering hazards for every task, and never stop learning.

 

Basic Qualifications:

  • Bachelor’s degree in science or engineering with at least 5 years of relevant experience in implementing environmental regulatory programs with a strong emphasis on industrial and stormwater water quality, NPDES Permits, and other water quality programs.
  • Must have computing and database proficiency, and strong organizational, oral and written communication skills.
  • Must be able to work effectively in a cross-functioning team setting.

 

Qualifications Preferred:

  • 7 years of relevant experience preferred.
  • GIS experience is preferred.
  • Knowledge of and experience with the effects of industrial pollutants in freshwater aquatic environments is preferred.
  • Knowledge of and experience with management of industry effects on streams, wetlands, and riparian zones is preferred. 
  • Knowledge of and experience in the DOE system is preferred.
