Community Engagement and Protocol Manager

This position seeks to enhance Oak Ridge National Laboratory’s (ORNL’s) role as a valued member of the community and its relationships with key stakeholders through strategic internal and external engagements as well as the planning, coordination, and execution of protocol visits and events.


Major Duties/Responsibilities:

Serve as the primary manager responsible for the community activities of ORNL and UT-Battelle, including but not limited to:

  • UT-Battelle’s program of grant requests and corporate giving.
  • ORNL’s programs for employee giving, including ORNL Gives and the Matching Gifts Program.
  • Volunteer activities of Team UT-Battelle, including applications for programs, budgets, and its Advisory Committee.
  • K-12 programs for students and teachers, including the Traveling Science Fair, internships, and professional development
  • Relations with civic and education stakeholders.
  • Laboratory and UT-Battelle participation at community events
  • Awards programs, tours, and Speakers Bureau


Serve as the primary manager responsible for protocol functions, including but not limited to:

  • Promoting the value and image of ORNL, particularly with distinguished visitors including global scientific leaders, elected officials, and executives from federal agencies and industry partners.
  • Overseeing the execution of itineraries including social events, ceremonies, briefings, transportation, billeting, communication, security and escort services
  • Planning and coordination of official social functions hosted by the Leadership Team
  • Providing official protocol principles, including DOE guidance, for visits involving federal, state, and local government officials
  • Coordinating conferences and special events as assigned
  • Ensure compliance with environment, safety, health, and quality program requirements.


Qualifications Required:

  • Bachelor’s degree in communications or a field related to the position.
  • Minimum 10 years of related experience in communications, government relations or event planning.
  • Excellent personal, oral, and written communication skills.
  • Excellent public speaking skills and ability to represent UT-Battelle at public events.
  • Experience working with local communities, groups, and government agencies.
  • Knowledge of the principles, methods, and procedures of Protocol as well as the services and courtesies afforded to distinguished visitors in planning and developing itineraries and social events is required.
  • Ability to prioritize and meet deadlines.
  • Ability to work both independently and with all levels of researchers, staff, and executive leadership in a team-based environment.
  • Strong problem-solving skills and the ability to develop and implement solutions.


Qualifications Preferred:

  • An understanding of ORNL’s programs and a familiarity with the Oak Ridge region’s civic and business stakeholders.
  • Experience in developing strategic corporate outreach and giving programs.
  • Ability to translate complex technical language and ideas into language easily comprehensible to non-specialists.
  • Previous experience with DOE.


Work Direction and Interfaces: The position reports to the Director, Communications Division, and engages regularly with top laboratory and DOE officials.

Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
