Overview:
We are seeking a Compliance Officer who will focus on the Contracts Division and related procurement compliance matters. This position resides in the Compliance Group within the Contracts Division of the Business Services Directorate at Oak Ridge National Laboratory (ORNL).
Major Duties/Responsibilities:

Advise the Contracts Compliance Manager on all significant procurement matters after gathering facts, coordinating communications, developing strategies, and executing initiatives to conduct procurement operations in the best interest of Laboratory while ensuring utmost ethics and compliance with corporate and DOE Prime Contract requirements.

Develop and maintain ORNL Contracts division procurement operating policies in accordance with the DOE prime contract, applicable U.S./international regulations, DOE orders, DOE acquisition letters, and sound business practices.

Coordinates development and maintenance of ORNL Contracts procurement standard forms, clauses, and other provisions used in Contract procurement documents.

Develops and maintains basic and special reports, presentations, and projects regarding internal procurement activity.

Supports internal and/or external customers as it relates to operating activities and business management initiatives.

Coordinates the configuration of the procurement module in SAP Ariba and establish/maintain business rules for the SAP Ariba system consistent with ORNL Contracts procurement practices and company level procedures.

Assists to consult and advise ORNL Contracts procurement staff regarding subcontract provisions, terms and conditions, procurement planning, source selection, vendor concerns, negotiation strategy and vendor performance.

Leads on-going self-evaluation/subcontract audit processes consisting of spot reviews and self-assessment.

Assists to identify Contracts staff training opportunities, helps develop training content, and maintains Contracts division training records.

Assists in maintaining internal and external ORNL Contracts Division websites.

Meet in person with internal and/or external stakeholders to facilitate team and business priorities and opportunities for improvement.

Basic Qualifications:

A BS degree in business, supply chain management, legal, accounting, or other related business field, or a related technical discipline, is required.

A minimum of 8 years of experience in a relevant contracts, purchasing, compliance, or analytical role, or related technical experience

Must be available to attend in-person meetings and training events at ORNL upon request.
Preferred Qualifications:
-
Experience with Ariba, SAP, and Microsoft suite software.

Knowledge and understanding of the Federal Acquisition Regulation (FAR).

Previous PERT or CPSR experience.
-
Contract audit experience.
-
Excellent written and oral communication skills.
-
Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

Ability to function well in a fast-paced environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

This position is located in Oak Ridge, Tennessee and requires onsite presence. We offer a flexible work environment that supports both the organization and the employee. A hybrid/onsite working arrangement may be available with this position, which provides flexibility to work periodically from your home, while reporting onsite to the Oak Ridge, Tennessee location on a weekly and regular basis.
