We are seeking a Compliance Officer who will focus on Procurement Compliance. This position resides in the Contracts Group in the Compliance, Contracts, BSD at Oak Ridge National Laboratory (ORNL).

Major Duties/Responsibilities: 

  • Advises the Contracts Compliance Manager on all significant procurement matters after gathering facts, coordinating communications, developing strategies, and executing initiatives to conduct procurement operations in a cost-effective manner in the best interest of Laboratory operations and while ensuring utmost ethics and compliance with corporate and DOE Prime Contract requirements.
  • Assists to develop and maintain ORNL Contracts Procurement Operating Practices in accordance with the DOE Prime Contract, applicable U.S./international regulations, DOE Orders, DOE Acquisition Letters, and sound businesses practices.
  • Coordinates development and maintenance of ORNL Contracts Procurement standard forms, policies, procedures, clauses and other provisions used in Contract procurement documents.
  • Develops and maintains basic and special reports, presentations, and projects regarding internal procurement activity, also to include supporting customers or external customers activities, and business management initiatives.
  • Coordinates the configuration of the procurement module in SAP Ariba and establish/maintain business rules for the SAP Ariba system consistent with ORNL Contracts Procurement practices and company level procedures.
  • Assists to consult and advise ORNL Contracts procurement staff regarding subcontract provisions, terms and conditions, procurement planning, source selection, vendor concerns, negotiation strategy and vendor performance.
  • Leads and manages the strategic review and response to audit and review inquiries.  Works across departments and teams, as needed, to ensure continuous improvement in all Procurement processes. 
  • Leads on-going self-evaluation processes consisting of spot reviews and self-assessment. 
  • Leads department training program for all Buyers, Managers, Strategic Sourcing Specialist, Analyst and Support staff identifying training, maintaining a training master plan, coordinating module development and tracking the up-keep and revision of the modules.
  • Responsible for assisting to maintain and develop internal and external ORNL Contracts Division Websites, including controlled documents processes.
  • Document and update contract requirements based of internal contract compliance auditing and monitoring
  • Meet in person with internal and/or external stakeholders to facilitate team and business priorities and opportunities for improvement


Basic Qualifications:

  • A Bachelors degree in Supply Chain Management, Legal, Relevant Business fields or a technically related field and 5-7 years of relevant contracts or purchasing, compliance or analyst administration experience or an equivalent combination of education and technically related experience is required.
  • A minimum of 4-6 years of experience with Masters


Preferred Qualifications:

  • Ariba, SAP, FAR, etc
  • Excellent written and oral communication skills
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory 
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs
