We have an opening for a Construction Field Representative in support of the Laboratory Modernization Division (LMD) at the Oak Ridge National Laboratory (ORNL).

The Construction Filed Representative (CFR) works as part of a project team under the leadership of the Project Manager to ensure the subcontracted work meets technical and environmental, health, and safety requirements.  The CFR also coordinates construction activities between subcontractors and ORNL operations.

 

Duties & Responsibilities:

The duties of the position will include:

  • Be aware of planned subcontractor work activities on all assigned projects
  • Oversee subcontractor adherence to the ORNL Integrated Safety Management Policy by construction subcontractors
  • Oversee subcontractor work practices for compliance with the health and safety elements of the technical specifications
  • Serve as point contact between the subcontractor and ORNL project team regarding technical matters and coordination of work
  • Assist in preparation of excavation and penetration permits including field verifications and incorporating as-built drawing revisions with ORNL ATLAS system.
  • Assist in preparing outages and planning successful missions with multi-disciplined stake holders.
  • Inspect construction for compliance with drawings and specifications
  • Work with Project Manager to coordinate the pre-bid meetings, pre-construction meetings, periodic project status meetings, etc.
  • Maintain a project working file (PWF) with relevant construction documents as required/requested by Project Manager and/or project execution plan (including concrete test results, QA inspections, etc.)
  • Coordinate construction activities with balance of plant operations and the Complex Facility Managers (CFMs)
  • Provide construction counsel to the Project Manager and project team related to constructability reviews, subcontractor schedules, subcontractor pay requests, project completion punch lists, etc.
  • Review subcontractor certified payrolls
  • Provide timely notification and reporting of incidents, occurrences and events  
  • Maintain current understanding of construction related SBMS subject areas and procedures

 

Basic Qualifications:

  • Bachelor’s Degree in Engineering or Construction Management
  • A minimum of five years’ experience in construction management of infrastructure construction, installation, start-up, testing and commissioning or an equivalent combination of education and experience
  • Work will involve various physical requirements and as such a post offer, pre-hire physical will be required.

 

Preferred Qualifications:

  • Experience performing constructability reviews, options analysis, and conceptual engineering for field construction conditions not anticipated during project design including civil/structural, piping, and electrical issues.
  • Effective communication and safe, professional, and ethical conduct.
