Overview:

We are seeking an Development Project Engineer who will support the Technical Support Services Group in the Enrichment Science and Engineering Division (ESED), Isotope Science and Engineering Directorate (ISED) at Oak Ridge National Laboratory (ORNL) to manage cost and schedule for various projects within the group by fulfilling the control account manager (CAM) role.

 

ESED serves the nation in two critical areas: advancing enrichment technologies and exploring stable isotope production and applications. The division leverages an elite staff of scientists and engineers with the world-leading capabilities of Oak Ridge National Laboratory (ORNL) to deliver groundbreaking advancements with a variety of applications, from national security to life-saving medical treatments.

 

ESED is the national steward for the research, development, and demonstration of centrifuge technology. The successful candidate will provide support for research and development using principles of Integrated Safety Management (ISM) within a division that supports multiple projects and programs.

 

The Technical Support Services Group is focused on providing division-wide services in support of the strategic advancement of science and technology focused on the research and development of prototype enrichment devices for processing uranium-bearing and stable isotope compounds.

Major Duties and Responsibilities:

 

The selected candidate will be responsible for utilizing project management principles along with sound technical judgement to manage research and development projects ensuring execution according to the approved schedule, cost, and technical milestones of the Domestic Uranium Enrichment Centrifuge Experiment (DUECE) Project. The Project Engineer works closely with the Technical Support Services Group Leader, other DUECE Work Breakdown Structure (WBS) Managers and CAMs, Section Heads and Group Leaders to execute the scope of work defined in the project management plan (PMP). Additional interfaces will be with principal investigators, management, engineers, technicians, and other individual stakeholder personnel.

 

Responsibilities will include:

  • Provide scientific and technical leadership, in collaboration with WBS Managers along with group and section leadership, that advances the Domestic Uranium Enrichment Program technical goals at ORNL
  • Ensure adherence to master plans and schedules
  • Ensure projects are completed on time and within budget
  • Ensure that project milestones are met
  • Develop and monitor project risk register and takes proactive steps to mitigate risk
  • Support and contribute to the negotiation and preparation of contracts by considering the financial conditions, resources, and contractual requirements
  • Lead by example, using the principles in ORNL’s “Research Code of Conduct” as a guide for proposing, performing, and communicating research and in dealing with others
  • Exemplify a commitment to “One ORNL” by modeling lab expectations for excellence in research, operations, and community engagement, and by working cooperatively to leverage capabilities across the lab

Basic Qualifications:

  • A Bachelors degree in a scientific or technical field and a minimum of 8 years of relevant work experience
  • Demonstrated experience in successfully leading diverse technical teams to accomplish project goals
  • The ability to work flexible hours and travel when required.
  • A strong understanding of and application experience with the principles of project management
  • A thorough understanding of manufacturing processes & supply chain management

 

This position requires the ability to obtain and maintain a Q clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

Preferred Qualifications:

  • Active DOE Q security clearance
  • Experience within the isotope enrichment industry
  • Project Management Professional (PMP) certification
  • Detailed knowledge of and experience with EVMS
  • Understanding of DOE Order 413.3
  • Experience in preparing and participating in DOE critical decision reviews
  • Excellent written and oral communication skills
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory 
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs
