Purpose:

The primary purposes of this position are to provide vision and leadership for the ESH&Q Directorate of the Oak Ridge National Laboratory (ORNL) and to serve as a member of the UT-Battelle LLC Leadership Team to further ORNL’s science and technology objectives. The successful candidate will be expected to provide strategic leadership and supervision to managers and subject matter experts in the following areas:

  • Environmental Protection
  • Engineering Management
  • Health Services
  • Integrated Research Operations Support
  • Nuclear & Radiological Protection
  • Office of Technical Training
  • Performance Analysis and Quality
  • Worker Safety
  • Transportation and Waste Management

 

Major Duties/Responsibilities:

  • Establish strategies and lead the design and implementation of effective and efficient ESH&Q management systems and processes. Oversee development, deployment and implementation of associated ESH&Q policies, programs, and procedures that provide protection in accordance with U.S Department of Energy (DOE) directives and regulations throughout all activities under the scope of the UT-Battelle contract.
  • Provide leadership in the delivery of highly valued ESH&Q services to Laboratory organizations, with the overarching objective of enabling research and development while protecting the institution from undue risk.
  • Evaluate, select, lead, and develop a diverse team of ESH&Q professionals that delivers effective and responsive services.
  • Serve as a member of the UT-Battelle Leadership Team, including providing strategic input and feedback related to ESH&Q issues that affect the Laboratory. Translate Laboratory initiatives into ESH&Q strategic and tactical business plans.
  • Serve as the Leadership Team Champion for UT-Battelle’s Safe Conduct of Research principles.
  • Work with ESH&Q Directors and peers from other National Laboratories to provide leadership and coordination of ESH&Q Programs that benefit the broader DOE complex.  Serve as an active member of the National Laboratory Directors Council ES&H Working Group and the Battelle ES&H Community of Practice.
  • Maintain a strong commitment to the implementation and perpetuation of UT -Battelle values and ethics.
  • Implement effective contractor assurance mechanisms (metrics, measures, and reporting mechanisms) for assigned management systems and program elements that provides for real-time assessment of ESH&Q performance
  • Manage implementation of effective incident response, reporting and corrective action management for ESH&Q

 

 

Qualifications Required:

  • A Bachelor’s degree in Science or Engineering with a minimum 15 years’ experience in management and/or implementation of ESH&Q programs or activities, or equivalent combination of education and experience.
  • Demonstrated leadership ability to create and articulate an organizational vision and deployment strategy, including the ability to effectively collaborate in the development of effective compliance strategies within a complex regulatory environment.
  • Demonstrated management skills, including ability to manage budgets and personnel.
  • Demonstrated line management success in the development of staff.
  • Ability to effectively articulate, both through written word and oral presentation, a command of ESH&Q principles to a diverse audience (to include workers, senior executives, other DOE Prime Contractors, external regulators, DOE officials, and the public). 
  • Skilled at consensus building across a broad spectrum of stakeholders and interest groups including internal and external organizations, regulatory agencies, elected officials, peer groups, and the community.
  • Ability and willingness to serve as a member of the ORNL Emergency cadre, including being on call as needed during off-duty hours to respond to emergency events or conditions.

 

Work Directions and Interfaces:

Position reports to the Laboratory Director and interfaces with ORNL leadership, employees, and other stakeholders (e.g., other DOE Prime Contractors, external regulators, DOE officials, and the public)
