Overview:   

The Facilities & Operations Directorate (F&O) at Oak Ridge National Laboratory (ORNL) is seeking applicants with experienced leadership and a strong utilities background for the Division Director of the Utilities Division (UD). 

 

This critical division is responsible for the operation and maintenance of all standard industrial type utilities at the Oak Ridge National Laboratory (ORNL) ensuring that all utilities are delivered in a safe, reliable, and economical manner to the customer. The success of every research project at ORNL depends on the ability of the Utilities Division to provide these services. These utilities include electrical distribution; chilled water production and distribution; steam production and distribution; sewage collection and treatment; storage and distribution of potable, fire, and process water; natural gas distribution; compressed air production and distribution; and storm water control. The successful applicant will provide line management and leadership for the operation and maintenance of the Utilities facilities, systems, and resources.

 

Major Duties/Responsibilities: 

  • Provide a vision and implement a strategy for the development and integration of division capabilities that will address changing organizational needs and serve UD, F&O, and ORNL.
  • Prepare and implement division business plans,10-year utilities management plan, and budgets; manage commitments and schedules; develop solutions; and set priorities for facilities, systems, and operational needs across the organization.
  • Attract, develop, motivate, and retain a diverse staff of utilities professionals through effective staff recruitment and development, salary planning, performance management, and employee relations.
  • Establish and maintain effective relationships with key internal and external customers and stakeholders while managing the implementation and flow down of DOE requirements to achieve highly reliable compliance and enable ORNL’s mission.
  • Authorize work and implement work controls, processes, and procedures to ensure operation and maintenance work activities are performed safely, effectively and in compliance with all applicable codes and regulations (i.e. NFPA, NESC, OSHA, DOE, etc.).
  • Provide leadership in establishing the necessary requirements for directing maintenance, modifications, and utility outage activities to preserve safety and to minimize interruptions or negative impact on customers.
  • Ensure proper authorization for work performed in Electrical and Mechanical Utilities facilities and systems by others such as construction and service subcontractors.
  • Continuously improve performance of management systems by assessing system health and performance and by addressing performance and implementation issues identified from customer feedback, staff suggestions, and other assessment activities.

Basic Qualifications:

  • A bachelor’s degree in engineering or related technical field.
  • A minimum of twelve years of utility related field experience with at least five years in a management or leadership role.
  • Hours outside of the normal work schedule and occasional travel may be required.

 

Preferred Qualifications:

  • Master’s degree in engineering or related technical field.
  • A State of Tennessee registered professional engineer.
  • Experience managing 24/7 operating facilities, multi-craft maintenance and operations employees, and bargaining unit employees.
  • Experience working in a research and development environment (i.e., DOE National Laboratory).
  • Prior knowledge of and experience in implementing DOE directives.
  • Experience developing corporate level policies and strategies and preparing briefings to regulators and senior management.
  • Excellent interpersonal, problem solving, and verbal and written communication skills.

 

Special Requirements:

  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
