This position will support the Directorate Chief Operating Officer (COO) and Associate Lab Director by coordinating an integrated team of matrixed professionals that have responsibility for ESH&Q support activities, work planning and control, and facility operations in support of Directorate mission work activities.  Position is responsible for ensuring ESH&Q support activities enable the research within the Directorate while protecting the institution of Oak Ridge National Laboratory.  The position will provide operational support to R&D Staff to assure work activities are performed safely, and in compliance with all applicable federal and state laws, DOE Orders, and ORNL ESH&Q requirements.  The position will be a champion for continuous improvement in safety culture and performance assurance within the R&D directorate in accordance with UT-Battelle Safe Conduct of Research principles.

 

Major Duties/Responsibilities

  • Coordinate Directorate ESH&Q support services to ensure that mission activities are performed safely and in compliance with applicable ESH&Q requirements and associated laboratory policies and procedures.
  • In consultation with ESH&Q Subject Matter Experts, serve as the ESH&Q lead in development and implementation of Research Safety Summaries, Facility Use Agreements, and other safety and operational documents for activities within the directorate.
  • Ensure consistency in the implementation of work control and Safe Conduct of Research principles across the Directorate.
  • Ensure critiques, investigations, and associated review of ESH&Q incidents or events are completed in accordance with the Safe Conduct of Research principle that learning never stops.
  • In collaboration with the Directorate COO, lead resolution of ESH&Q-related issues, concerns, or problems, including the preparation & submittal of appliable corrective action plans and/or occurrence reports.
  • Identify and implement continuous improvement projects to drive efficiencies and effectiveness of operational practices across the directorate
  • Develop and manage organization-specific self-assessment programs thereby assuring alignment with the laboratory outcomes, the laboratory agenda, and other organization-specific operations-related performance metrics
  • Act as a contact for key support organizations representing the directorate and laboratory-level committees, task forces, and working groups
  • Remain cognizant of SBMS procedures (including proposed changes) and work with management system owners to ensure that ORNL process and practices support R&D missions efficiently and effectively
  • Coordinate and communicate lessons learned

 

Other Responsibilities Could Include

  • Working with the Directorate COO, take actions necessary to ensure safe, secure, and environmentally compliant operations, including suspending work activities if conditions appear unsafe, are outside established safety boundaries, or noncompliant with ESH&Q requirements.
  • Represents the Directorate in operational assurance/assessment coordination, in crosscutting laboratory groups, or Lab-wide operational improvement initiatives.
  • Work with applicable line management (both within the research Directorate and within the ESH&Q Directorate) to monitor staff performance and hold staff accountable for performance.
  • Participate in and critiques, incident investigations, and related reviews within the directorate or at the request of Lab management in other Directorates or Battelle-affiliated Laboratories.

 

Qualifications Required

A Bachelor’s Degree in physical science, engineering, or operations discipline (e.g. environmental management, industrial hygiene, safety, engineering) with a minimum of 12 years of operations or operations support experience is required for this position.   Experience in a broad range of ESH&Q subject matter expertise (e.g. environmental, waste management, industrial safety, radiation protection, etc.) is preferred over deep subject matter expertise in a single area.  Demonstrated leadership ability is required.  ESH&Q coordinator experience preferences will be tailored to each Directorate (e.g. experience in radiation protection & nuclear safety is highly preferred in those Directorates that operate nuclear & radiological facilities).  Excellent facilitation and interpersonal skills are required.

Note: This position may require the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

Qualifications Preferred

A Master’s Degree is preferred, as are professional certifications related to ESH&Q areas (e.g. Professional Engineer (PE), Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Health Physicist, etc.).  Experience in the DOE complex and ORNL systems such as the Research Hazard Analysis and Control System, SAMS, the Facility Service Center and the Hazardous Material Management Information System are highly preferred.
