Document Management Analyst (technical editor/process analyst)

Overview:

The primary purpose of this position in the Document Management Services Group is to (1) develop, review, and deploy laboratory-level documents in the Standards-Based Management System (SBMS), (2) facilitate effective change management practices, (3) provide support for users of the Enterprise Document and Record Management (EDRM) system for controlled documents, (4) advise staff on compliant document control practices, and (5) assess laboratory-wide compliance with document control requirements.

 

Major Duties/Responsibilities:

SBMS Support

  • Participate in the evaluation, development, and implementation of a strategy for the future SBMS structure and application that meets various stakeholder needs.
  • Partner with management system staff to develop new or revised SBMS documents using business process analysis tools for deployment of external and internal requirements.
  • Advise management system staff on potential management system issues and resolutions, efficiency gains, integration and streamlining activities, improvement opportunities, and deployment deadlines.
  • Communicate with management system staff on effective change management practices, including appropriate involvement of staff from various mission and mission support organizations.
  • Work with Document Management Services team lead to provide flexible and timely solutions in SBMS in response to unanticipated situations.
  • Develop and publish SBMS documents (subject areas, procedures, exhibits, management system descriptions, program descriptions, R2A2s, support services roles and staff, keywords, definitions) using html coding and business process analysis tools.
  • Facilitate development team meetings and the review process for SBMS documents, ensuring that stakeholder feedback is considered.

 

Document Management Services Support 

  • Mentor laboratory staff to achieve excellent document management performance.
  • Develop and deliver workshops and communication tools to staff to ensure SBMS and document control requirements and processes are communicated.
  • Participate on assessment teams to evaluate compliance with document management requirements.
  • Assess effectiveness of document management tools and processes and make recommendations to achieve continuous improvement.
  • Analyze document management metrics for trends, evaluate the effectiveness of metrics, and make recommendations.
  • Facilitate focus groups and work with system programmers for improvements to document management applications.
  • Recommend and support marketing strategies to improve staff engagement in SBMS, EDRM, and document control.
  • Develop and deliver internal procedures related to organizational practices and support methods.
  • Maintain a strong commitment to the implementation and perpetuation of values and ethics.

 

Basic Qualifications:

  • Bachelor’s degree in engineering, science, quality, information management, business administration, or safety and health with a minimum of five years of experience (equivalent education and experience will be considered)
  • Experience in business process analysis and procedure writing, or a combination of education and experience is required
  • Self-motivated and self-directed
  • Exceptional written and oral communication skills, analytical skills, computer skills, and interpersonal skills
  • Demonstrated ability solve complex problems and work independently

 

Preferred Qualifications: 

  • Professional-level training in technical editing, procedure writing, process analysis, and change management is preferred.
