Overview: 

Oak Ridge National Laboratory (ORNL) supports the Department of Energy (DOE) in its efforts, as a partnering agency, working with the Department of Labor (DOL), the Department of Health and Human Services, and/or Department of Justice in the mission of fulfilling the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). 

 

We are seeking an EEOICPA/NIOSH Program Coordinator to manage the EEOICPA program at ORNL.  This position resides in the Information Support and Release Services Group in the Office of Integrated Performance Management at ORNL.  The position will ensure that all available records and data are provided to DOE in support of claims filed by claimants, such as current or former employees (or their survivors) of DOE, its predecessor agencies, contractors and subcontractors, or eligible survivors eligible for compensation for occupational illnesses linked to exposures while working at covered facilities.

 

Major Duties/Responsibilities: 

  • Serve as subject matter expert for the EEOICPA/NIOSH program at ORNL and a resource for stakeholders/participants. 
  • Research employment or work status at ORNL to confirm employment.
  • Direct record requests or inquiries to relevant record holders.
  • Compile and review records for responsiveness to requests.
  • Review records and identify third-party (non-subject) personal or personally identifiable information (PII) not suitable for transmittal. 
  • Redact third-party (non-subject) personal information or PII.  Work with subject matter experts to resolve other potential issues.
  • Identify and ensure reviews have been conducted by classification, export control, and other subject matter experts, as required.
  • Prepare, submit, and manage record responses to DOE.
  • Develop and provide reports on requests, metrics, and program progress.
  • Identify and ensure compliance with applicable requirements such as DOE Orders, statutes, and regulations.
  • Develop procedures, guidelines, and other instructions for program-specific purposes and lab-wide staff.
  • Monitor program funding and provide updates to management.
  • Support other functions for publicly releasing ORNL information.
  • Identify and implement process improvements, as well as perform assessments to ensure compliance.

 

Basic Qualifications:

  • Bachelor’s Degree with up to two years of experience in records management, information reviews, or inquiries or requests from customers or members of the public
  • Demonstrated ability to be detail-oriented and accurate
  • Excellent organizational and time management skills with emphasis on ability to meet deadlines
  • Proficient in Adobe Acrobat or comparable portable document format software, as well as experience in Microsoft SharePoint
  • Ability to work independently and show competence in managing complex tasks or projects

 

Preferred Qualifications:

  • Familiarity in handling sensitive or confidential (business-type) information
  • Ability to troubleshoot and provide solutions to problems
  • Strong verbal and written communication skills
  • Experience in work governed by federal, state, or local regulations or requirements
  • Demonstrated ability to interpret requirements and develop procedures or instructions for organizations
  • Strategic planning experience
  • Q or L security Clearance
