Overview:    

 The Emerging Technology Analysis Group (ETAG) at ORNL seeks applicants for our Emerging and Disruptive Technology Enforcement Liaison position. We are looking for candidates with law enforcement experience and backgrounds in inter-agency collaboration. Experience with Federal, State and local law enforcement partners to identify, research and document technologies that pose an emergent threat to Public Safety and National Security. Applicants must be able to demonstrate the ability to maintain actionable mitigation activities related to identified threats. Applicants must exhibit the ability to author all-source intelligence products and facilitate educational opportunities based on technical analysis. Candidates must be capable of proactive research and development through field response and completed with systematic, structured, intelligence analysis. Emphasis will be on emerging and disruptive technologies (EDT) that affect national security priorities. Applicants must have demonstrated ability to derive tangible insights from publicly available information, commercially available information, and community curated sources. The ability to identify network vulnerabilities and weaknesses from research of threat networks, illicit markets, and ancillary supporting activities is a core competency for this vacancy. 

 

Major Duties/Responsibilities: 

  • Perform unclassified and classified analysis to identify threats and vulnerabilities engendered by emerging and disruptive technologies.
  • Interact with subject matter experts (SME) from NSSD and other ORNL directorates/divisions in technical areas including:
    • Advanced materials and manufacturing
    • Integrated technologies
    • Artificial intelligence
    • Additive manufacturing and emergent material science
    • Energetics and projectile technology
    • Organizational learning and technology proliferation 
  • Generate analytical assessments and technical products on emergent technological issues that are to be shared with counterparts, ORNL leadership, and sponsors.
  • Produce peer-reviewed assessments and briefings of both unclassified and classified analytic products regarding underlying technical details, threats, vulnerabilities, and potential mitigations.
  • Present briefings regarding analytical assessments.
  • Interact and collaborate with government agencies and members of the national security community.
  • Abide by all environmental, safety, health and quality requirements and implement practices per ORNL's Standards-based Management System (SBMS).
  • Maintain a strong commitment to the implementation of the Directorate's values and ethics.
  • Occasional domestic travel is required 

 

Basic Qualifications: 

  • Bachelor’s Degree with 2 years of direct intelligence-driven law enforcement experience and experience working within interagency environments.
  • Expertise in computational material design, additive manufacturing, and material science is a plus.  

Preferred Qualifications: 

  • Such a candidate (1) demonstrates an ability and desire to design methodology to analyze primary data, along with secondary research, on a wide range of products and industries; (2) is skilled at resolving data issues from heterogeneous sources; (3) has excellent interpersonal skills and communication abilities; (4) is comfortable working in a team environment and communicating with senior leadership and government officials; (5) excels in both written and oral communication; (6) capable of holding and maintaining a SCI; (7) demonstrates a practical knowledge of trends in energetics and projectile production; (8) has a robust knowledge of interagency community partners. 

 

Special Requirements:  

This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.  In addition, due the SCI, you may also be subject to random polygraph testing.   

 

Security, Credentialing, and Eligibility Requirements: 

For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.  Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation. 

 

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation.  This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year.  This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws. 

 

For foreign national candidates: 

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment.  Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
