Overview: 

We are seeking an Engineering Programs Engineer who will serve as subject matter expert and point of contact to assist in the deployment of engineering programs and associated requirements.

 

This position is responsible for assisting the UT-Battelle Engineering Management System Owner (MSO), engineering program managers, other subject matter experts, and ORNL’s implementing Organizations with the deployment/implementation of engineering requirements. 

 

Major Duties/Responsibilities: 

  • This position will be responsible for ensuring all contractually required engineering-related requirements are identified, evaluated, and properly integrated into ORNL's command media (Standards Based Management System (SBMS), Work Smart Standards (WSS), etc.)

  • This position will support the activities of the Engineering MSO, the Group Leader for Engineering Programs and Services, the ORNL Chief Engineer, and the ORNL Building Code Official.

  • This position will work with Engineering’s Quality Manger to develop and implement refined assessment/assurance strategies to assist in setting priorities for enhancing and sustaining UT-Battelle's overall conduct of engineering.

  • The candidate will execute their job duties as a steward of engineering requirements and by working collaboratively with colleagues and customers to influence desired outcomes.

 

Specific activities and tasks will include:

  • Review and evaluate new or updated DOE Directives and industry codes and standards for potential inclusion into the UT-Battelle contract.  In some instances, this evaluation is performed prior to official lab efforts such as WSS or SBMS Development/Evaluation Teams 

  • Support engineering program managers and implementing organizations to determine the impact of adopting such new regulations.

  • Support the subject matter experts / program managers for the various engineering programs: Engineering Design, Configuration Management, Fire Protection, Pressure System Safety, System Safety, and Welding/Burning/Hotwork.

  • For new regulations to be adopted, assist in establishing implementation actions and reasonable schedules/milestones for organizations which cannot demonstrate immediate compliance. Note: implementation milestones may require DOE approval.

  • Serve as a resource for ORNL’s Design Authority Representatives.

  • Lead development teams to propose and submit edits to our command media to effectively incorporate new requirements into our requirements set.

  • Assist in performing self-assessments for the Engineering Management System including the status of implementation of associated engineering programs.

  • Serve as a back-up for the Engineering Management System Owner.  This will require becoming fully trained and qualified as an SBMS Point of Contact for the Management System.

  • Serve on support teams and special projects as directed by Group Leader for Engineering Programs and Services and/or the Engineering MSO; and

  • Abide by the Battelle Safe Conduct of Research Principles.

 

Basic Qualifications:

  • Must have a bachelor’s degree in engineering, or related technical field.

  • Have a minimum of 8 years of documented experience with engineering programs and/or engineering requirements-related experience. Candidates with fewer years of engineering experience may also be considered qualified, depending on the type and complexity engineering programs and requirements-related experience and/or other credentials.

  • Have good oral communication and technical writing skills and will be proficient with common computer software used in the office environment. Have a strong sense of customer service and able to have positive interactions and collaborations with fellow ORNL staff from other engineering disciplines.

Preferred Qualifications:

  • Be highly familiar with DOE directives, industry codes and standards invoked to referenced by such Directives. Examples include; DOE Order 420.1C, Facility Safety, DOE Standard 1073, DOE Standard 1189, 10 CFR 851, the International Building Code (and companion codes), ASME Codes, NFPA Codes and Standards, ADA, etc.

  • Be familiar with the development of engineering specifications and engineering standards.

  • Have the ability to develop and propose defendable alternatives or equivalent approaches when prescriptive requirements cannot be directly applied.  Such alternatives are typically submitted to DOE for approval unless documented delegation of authority had been provided.  As requested, the candidate may support the ORNL Code Official and the Authorities Having Jurisdiction (for Electrical and Fire) with developing such evaluations and proposals.

  • Have experience with a range of engineering programs such as design, configuration management, pressure systems, welding, etc.  Additionally, experience with work planning and control for both research activities and for facilities and infrastructure management is highly desirable.  Involvement with the design process for conventional facilities and a basic knowledge of safety requirements for nuclear facilities.

 

Special Requirements:

  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.

  • Visa Sponsorship: Visa sponsorship is not available for this position

  • Export control, no clearance:  This position requires access to technology that is subject to export control requirements. Successful candidates must be qualified for such access without an export control license.

  • HSPD-12 PIV badge: This position requires the ability to obtain and maintain an HSPD-12 PIV badge.  

  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
