Overview

 

The Integrated Building Deployment and Analysis (IBDA) Group in the Buildings and Transportation Science Division (BTSD) at the Oak Ridge National Laboratory (ORNL) is seeking applicants for a Federal Project Executive (FPE) that focuses on alternatively financed federal projects. In furtherance of the Department of Energy (DOE), Federal Energy Management’s responsibility, this role serves all federal agencies. The FPE performs outreach, training and project support in the area of Energy Savings Performance Contracting (ESPC) and Utility Energy Service Contracts (UESCs) for federal facilities worldwide. This position augments ORNL's team operating in support of FEMP, which facilitates the federal government's implementation of sound, cost-effective energy management and investment practices to enhance the nation's energy security and environmental stewardship. This position would be a part of ORNL’s team to facilitate and support multi-million-dollar performance contracting projects and project development for federal agency customers.

 

The IBDA Group works to optimize the energy performance of commercial, institutional, and residential buildings through applied research, technical assistance, and technology deployment. The team’s comprehensive knowledge of buildings and energy use spans multi-building sites, whole-building systems, system components and building equipment.

 

Job Duties and Responsibilities

  • Project support
    • Provides project support, working with federal agencies to convey performance contracting options and embark on comprehensive projects to meet energy and environmental goals
    • Advise agencies on FEMP policy and best practices in ESPC and UESC post and pre performance periods
    • Conduct executive briefings to FEMP program upper management
    • Engages with agencies to identify specific project needs and coordinate FEMP resources
    • Assist agencies with removing barriers to successful and timely award, avoid de-scoping of project measures
    • Monitor and report on progress on alternative financing project portfolios
    • Interact with Energy Service Companies (ESCOs) on process and program topics
    • Assist implementation of DOE priority initiatives (programmatic, legislation or Executive Orders)
    • Assign FEMP portal questions from individuals to the correct internal and external subject matter expert
  • Program support
    • Serves as FEMP’s ESPC subject matter experts to agencies and ESCOs
    • Ensure agencies stay on course, identify issues that will de-rail progress
    • Provide feedback to FEMP and advise on the measures necessary for program and project improvement
    • Identify key barriers to implementing ESPC and UESC opportunities, developing strategies for eliminating these barriers, and creating and implementing initiatives to enhance the implementation of clean energy and energy savings opportunities
    • Support FEMP with programmatic analysis of issues/solutions based on field observations
    • Provide support for key grant programs such as FEMP’s AFFECT Grant
    • Provide input to organizations based on federal energy and sustainability policy
  • Training
    • Lead FEMP program outreach activities to promote third-party financing, including serving as a technical trainer at workshops and conferences.
    • Support the development and provide customized training for federal agencies
    • Support Federal agencies through alternative financing and procurement approaches to facilitate energy efficiency, emission reduction, renewable energy, resilience and water conservation projects at federal facilities

 

Basic Qualifications

 

  • Required work experience is 10+ years in ESPCs and UESCs.
  • Bachelor’s degree in technical or applied science, management or related discipline is required. An MBA in business management or related discipline is preferred.  
  • Knowledge of energy savings performance contracts and utility energy service contracts is required
  • Skills in project management, construction management
  • Ability to work creatively and cooperatively as a member of an interdisciplinary team
  • Excellent verbal and written communication skills to support regular interactions with sponsors, industry, academia and laboratory staff to prepare papers, presentations and reports are required.  Versed in various basic computing skills. 
  • Demonstrate strong interpersonal and communication skills to support team building, partnering and leadership
  • Willing to travel. You will be involved in meetings with DOE sponsors in Washington DC and will attend key conferences and workshops. Travel will be periodically required to visit federal facilities. Travel is estimated at 5-10 times per year.
  • This position requires access to technology and information that is subject to export control requirements. Successful candidates must be qualified for such access without an export control license.
