Overview:
The Business Services Directorate (BSD) at Oak Ridge National Laboratory (ORNL) invites applicants for an Isotope Finance Analyst position supporting the radioisotope program within the ORNL Isotope Program. The scope of this role will require the ability to obtain and maintain a Department of Energy security clearance. Incumbents will provide professional guidance to management regarding budgeting and accounting methods and independently carry out assignments in budget preparation, cost analysis, preparing cost accounting transactions, inventory reconciliation and reporting, balance sheet reconciliations, and other ad hoc tasks as requested.
Major Duties/Responsibilities:

Responsible for account management, funds control, budget allocations, cost analysis, FWP/SPP budget cycle, product cost estimates, cost transfers, special requests, and interaction with program staff to resolve problems.

Provide professional guidance to program management regarding budgeting and accounting policies, methods, and techniques.

Responsible for coordination and final preparation of annual budget document. Provide support to program management in presentation of budget information and forecasts to DOE sponsor.

Perform cost analysis by comparing actual cost to annual budget. Determine cost impacts resulting from production plan revisions.

Work with project management to reforecast remaining cost and production yield.

Work with production managers to determine isotope production costs and unit cost values.

Provide professional guidance to program management regarding budgeting and accounting policies, methods, and techniques.

Prepare and ensure compliance with monthly and quarterly reporting requirements to DOE sponsor and year-end close-out requirements.

Prepare and deliver financial presentations to Program Management, Division Directors, Lab Management, and DOE Management.

Comprehensive understanding of cost accounting principles including proper reporting and accounting for isotope sales transactions, reconciling accounting records with physical inventory records, creating cost accounting journal entries, and developing unit values for isotopes.

Aptitude for understanding isotope scientific production methods and linking the impact to applicable accounting principles and transactions.

Identify and remain compliant with financial laws and regulations.

Respond to ad hoc requests from program staff at ORNL and DOE Isotope Program sponsor for financial information.

Interface with ORNL/UT-Battelle Accounting, Accounts Receivable, and Contracts to assure proper reporting of Isotope Program transactions.

Represent the Isotope Program and provide supporting documentation during external audit and reviews of the Isotope Program.

Interact with staff from other DOE national laboratories executing work for the DOE Isotope Program.

Ability to become familiar with the ORNL Accounting system and external databases to proficiently perform responsible tasks.

Basic Qualifications:

BS/BA degree in finance, accounting, or business-related field.

Five or more years of broad training and experience in a wide variety of finance or accounting assignments.

Demonstrated planning and organizing skills.
-
Ability to coordinate many projects simultaneously with changing priorities.
-
Excellent problem analysis and resolution skills are required.
-
Must possess the ability and willingness to work effectively as a member of a team, as well as independently, as required.

Excellent attention to detail and well-developed written and oral communication skills.

Demonstrated ability to assess priorities, allocate workloads and meet conflicting deadlines.

Requires proficiency in applying accounting principles, policies, and procedures.

Ability to interface with scientific and technical staff utilizing excellent human relations skills.

Requires proficiency in PC Microsoft Office, word processing, spreadsheets, and databases, such as Excel, Adobe Acrobat, and Word.

This position requires the ability to obtain and maintain a security clearance from the Department of Energy, which requires U.S. Citizenship.
Preferred Qualifications:

Master's degree in finance or accounting, and/or CPA certification.

Experience in manufacturing and inventory cost accounting.

Experience with Primavera Software
-
Knowledge of UT-Battelle and DOE accounting systems desired.

Experience with SAP accounting system.

Experience with power query, MS Power BI.

Excellent written and oral communication skills.

Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
Special Requirements:

Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
