Overview: 

We are seeking a Fire Department Battalion Chief who will focus on providing direct supervision to fire department personnel. As a part of the position, all successful candidates are subject to being assigned alternate schedules, including twelve-hour rotating shifts, nights, and weekends. This position resides in the Facilities and Operations Directorate, Laboratory Protection Division at the Oak Ridge National Laboratory (ORNL).

 

As part of our team, you will work in a professional setting under minimal supervision performing the following duties in the Fire Department.

 

Major Duties/Responsibilities: 

  • Responds to emergency medical scenes, fire incidents, and other related emergencies.

  • Serve as Fire Department technical resource to enable efficient emergency incident management. 

  • Lead and supervise a team that consists of Fire Captain(s) and Fire Protection Inspectors to include, review and approval of short notice time away requests, direction of work assignments, and decision making for various employment actions.

  • Effectively manage the team to include identifying, evaluating, and implementing corrective actions when needed in relation to rules and regulations.

  • Responsible for ensuring compliance and enforcement of all safety and health policies for supervised shift in compliance with all integrated safety management rules.

  • Ensure minimum emergency response staffing is maintained for timely response. 

  • Determine and implement initial compensatory measures of off-normal fire protection systems or conditions.

  • Ensure serviceable condition of personal protective clothing, emergency response apparatus and equipment.

  • Effectively communicate in writing utilizing technology provided to write reports, letters, and memos utilizing word processing and spreadsheet programs.

  • Effectively operate information management systems/databases.

  • Oversee and ensure completion of assigned daily operational tasks for self and staff.

  • Assist with program management, administration, and special projects as assigned.

  • Implement and enforce Fire Department procedures and policies.

  • Implement and oversee training of supervised staff to maintain competencies and qualifications.

  • Maintain knowledge, personal characteristics, skills, and abilities to supervise firefighting, rescue, hazardous materials, emergency medical, and fire protection systems and equipment tasks.

  • Maintain certifications as Fire Officer II, Firefighter II, Incident Safety Officer, Hazardous Materials Operations, and Emergency Medical Technician or greater.

  • Maintains qualifications as an Incident Commander.

Basic Qualifications:

  • A high school diploma and a minimum of nine years of total Fire Department experience, with 5 years as a company officer. An equivalent combination of education and experience will be considered.

  • Must possess a valid State of Tennessee driver’s license.

  • Must possess an Emergency Medical Technician license or greater from the State of Tennessee.

  • Certified as a Fire Officer Level II in accordance with the State of Tennessee Commission on Firefighting.

  • Certified as an Incident Safety Officer in accordance with the State of Tennessee Commission on Firefighting within 12 months of hire.

  • Certified as a Blue Card Incident Commander within 12 months of hire.

  • Certified at the Hazardous Materials Operations level as recognized by the Tennessee Emergency Management Agency.

  • The chosen candidate must be physically and medically fit for duty as determined by a comprehensive medical evaluation. The medical evaluation is based on the requirements of NFPA 1500 (Standard on Fire Department Occupational Safety and Health Program) and NFPA 1582 (Standard on Comprehensive Occupational Medical Program for Fire Departments).

 

Preferred Qualifications:

  • Experience with inspection, testing, and maintenance of fixed and portable fire protection systems and equipment is preferred.

  • Computer skills to support development of reports and managing information.

  • Must be highly organized and able to prioritize multiple activities. 

  • ORNL site and process knowledge.

  • ORNL emergency response organization experience.

 

Special Requirements:

  • Q Clearance: This position requires the ability to obtain and maintain a Q-clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
