Group Leader, Health Services Division Operations

We are seeking a Group Leader (GL) for Health Services Division (HSD) operations. The GL will focus on managing administrative and technical staff in HSD, overseeing clinical operations, and consulting and communicating with multiple elements within ORNL. The GL reports to the HSD Division Director. This position resides in the Health Services Division, ESH&Q Directorate at Oak Ridge National Laboratory (ORNL).  


Major Duties/Responsibilities: 

  • Supervise and manage administrative functions and staff
    • Call-Center staff
    • Appointment Scheduling and Reception staff
  • Supervise and manage technician operations
    • Pandemic related testing and vaccinations
  • Supervise and mange finance and support functions of the HSD Medical Support Specialist
  • Supervise and manage technician operations related to medical records systems
    • FOIA requests
    • Release of information requests
    • Digitization project
  • Oversight of WSAP support functions
    • Lead a team of 4 support/technician staff
  • Oversee the production health data analytics for Division, Directorate, ORNL, DOE Site office when indicated
  • Represent HSD in coordinating and communicating with other elements of ORNL including senior management, interfacing with other Divisions and Directorates, and serving on appropriate ORNL task committees
  • Assist HSD leadership with strategic organizational planning
  • Other duties supporting HSD needs at the discretion of the Division Director based on education, training, and experience


Basic Qualifications:

  • MBA required (MA, MS in Healthcare Administration/Healthcare Management are also acceptable)
  • A minimum of 5 years of experience in the industry, health operations, public service/non-profit operations, or other relevant medical or academic settings
  • Experience in supervising administrative and technical staff in a health service setting
  • Ability to communicate effectively both verbally and in writing
  • Excellent interpersonal skills
  • Ability to effectively manage multiple ongoing time-sensitive operations
  • Completion of designated employer representative (DER) training


Preferred Qualifications:

  • MPH (or another degree in medical discipline) desired
  • Experience with combined Department of Energy (DOE) or other federal settings and familiarity with DOE and other regulations
  • Experience in administrative oversight of multiple elements of an occupational or public health clinic
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams in HSD and across ORNL
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever-changing needs
  • Certification as DER
  • Experience with statistical software packages


Physical Requirements:

Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after the offer.

Q or clearance: 

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
