Overview:

We are seeking a Group Leader for the Measurement Services (MS) Group within the Fabrication, Instrumentation, and Inspection Division (FIID) of the Facilities and Operations Directorate (F&O) at Oak Ridge National Laboratory (ORNL).  The MS Group ensures that instrumentation, monitoring and controls-based equipment used throughout the Oak Ridge Reservation (ORR) is designed, installed, calibrated and maintained to produce traceable data in a safe, reliable, and economical manner. Supported by a team consisting of bargaining unit employees, frontline supervisors, engineers, administrative professionals and technicians, the Group Leader is responsible and accountable for ensuring that MS core capabilities are maintained, and services are provided that align with ORNL’s diverse research and operations needs for Metrology and field calibrations. Functional areas include the equipment and associated systems necessary to support industrial controls, building automation and monitoring, environmental monitoring, radiation monitoring and detection, pneumatic and/or electronic process control, security monitoring and detection, research instrumentation, and measurement. The MS Group Leader provides strategic direction, support and guidance to the employees of the group daily. Requirements could include but are not limited to DOE Price-Anderson Amendments Act (PAAA), ASME Nuclear Quality Assurance-1 (NQA-1), National Electric Code (NEC), and international standard (ISO). Oak Ridge National Laboratory's (ORNL's) ability to apply and maintain compliance with these or similar requirements depends on the ability of the Measurement Service group to provide technical oversight.

 

Major Duties/Responsibilities: 

  • Build and maintain a work environment which promotes collaboration, trust, performance, feedback, recognition, mutual respect, and employee engagement.

  • Establish and ensure an open and supportive working environment where staff report issues and concerns.

  • Ensure an appropriate staffing level and that staff are properly trained and mentored to meet present and future needs by building new competencies and supporting long-term staff development.

  • Work closely with research and support organization representatives to develop customer relationships, align operations to missions and assure customer satisfaction.

  • Provide tools, leadership and oversight to ensure a strong project management culture throughout the group.

  • Coordinate and prioritize resources and work activities with customers, peers and facility owners.

  • Participate in the development of the annual Business Plan and monitor performance against established goals.

  • Effectively manage group and customer budgets.

  • Continually evaluate MS capabilities against mission needs to identify needs for expanded technical capabilities, realignment of resources, and delivered services.

  • Maintain and expand accreditation to several ISO standards related to the services and capabilities of this group. These standards may include but are not limited to ISO 17020, 17025 and 17043.

  • Provides technical leadership to ORNL in calibrations via the role of Subject Matter Expert for calibrations.

  • Work with ORNL staff to evaluate outside providers of calibration and inspection services when the use of an outside vendor is a more appropriate solution.

Basic Qualifications:

  • A BS degree in engineering, engineering technology, or relevant degree.

  • A minimum of ten years of experience in an instrumentation and controls related field.

  • A combination of education and experience may be considered.

  • Three years of experience must have been in a lead role.

 

Preferred Qualifications:

  • Experience or technical background that would enable understanding of the breadth of measurement services needs in a multi-disciplinary science laboratory such as ORNL, such as calibration and instrumentation fabrication.

  • Ability to independently evaluate, select and apply standard engineering techniques.

  • Experience implementing a minimum of one of the ISO 17000 standards listed above and NQA-1 quality standards.

  • Professional level of experience applying technical principles, theories, professional competencies, and application techniques of the above-mentioned disciplines.

  • Experience implementing uncertainty budgeting as it relates to measurement systems and devices.

  • Familiarity with labor relations principles and working within a collective bargaining union contract environment is highly desirable.

  • Excellent oral and written communications, interpersonal, and problem-solving skills will lead to success in this position.

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

  • An ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

 

Special Requirements:

  • Q Clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
