The Oak Ridge National Laboratory (ORNL) is a U.S. Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. The ORNL mission portfolio integrates a diverse array of high hazard nuclear facilities, high energy particle accelerators, radiation generating devices, research/production reactor and user facilities to serve the national and international scientific communities.  The Nuclear and Criticality Safety Services Group within the Nuclear and Radiological Protection Division (NRPD) is seeking a Group Leader to provide technical management and program leadership for the implementation of applicable Nuclear Safety, Criticality Safety, and Accelerator Safety Federal Regulations, Standards, and DOE Orders in a way that safely and effectively supports the advancement of the ORNL Science Mission. 

The position reports directly to the NRPD Director and supervises a team of multidisciplinary professionals who provide matrixed support to research and operations directorates and administer the Nuclear and Facility Safety Management System.



Manages the technical staff of nuclear facility safety engineers and nuclear criticality safety engineers in developing or maintaining safety basis documents, i.e., Safety Analysis Reports and Accelerator Safety Assessment Documents, determining safety class; and developing safety limits (e.g., Technical Safety Requirements and Accelerator Safety Envelope).  Responsible for ensuring the highest quality and technical integrity of analyses and documentation which includes facility hazard categorization, Preliminary Hazard Screenings, Hazard Assessment Documents, documented safety analysis (DSAs), Technical Safety Requirements (TSRs), Unreviewed Safety Questions Determinations (USQDs) and Nuclear Criticality Safety Approvals (NCSAs), Unreviewed Safety Issues (USIs), etc.

Specific responsibilities include:

•    Maintain close transparent working relationships with DOE Oak Ridge Site Operations staff involved in nuclear safety and criticality safety oversight
•    Develop policy recommendations for implementing revised regulatory requirements
•    Provide technical briefings to DOE Oak Ridge Operations and senior ORNL management teams
•    Participate in Readiness Assessments and Operational Readiness Reviews for start-up or restart of activities within a nuclear facility that have significant hazards or complexity
•    Participate on national standards committees and EFCOG technical working groups
•    Conduct management assessments and participate in incident investigations as requested
•    Serve on the ORNL Emergency Operations Center support team
•    Excellent technical writing and editorial skills, computer skills, including experience in reviewing complex radiological hazard analysis calculations



Basic Qualifications: 

•    Bachelor of Science degree in Nuclear Engineering, engineering, or related technical field
•    Ten years practical experience supporting nuclear operations within the DOE Complex
•    Previous experience serving as a Team Lead, Supervisor or Manager for a team of technical nuclear industry professionals 
•    Obtain and maintain a DOE Q security clearance


Preferred Qualifications: 

•    Master of Science degree in Nuclear Engineering, engineering, or related technical field
•    Experience working in a research and development environment (i.e., DOE National Laboratory) with high energy particle accelerators, transuranics, and non-typical isotopes is preferred.
