Overview:  

We are seeking a Group Leader, who will focus on program management and emergency management for UT-Battelle, LLC (UT-Battelle).  This position resides in the Laboratory Protection Division at Oak Ridge National Laboratory (ORNL). As part of our team, you will lead, guide, and manage four key areas:  Performance Management, Performance Testing, Emergency Management, and the Laboratory Shift Superintendent Office.  In addition to these direct responsibilities, you will be a key advisor to the division director on strategic planning for the division.

Major Duties/Responsibilities: 

  • Supervises and leads the following programs and personnel:  Performance Management, Performance Testing, Emergency Management, and the Laboratory Shift Superintendent office.
  • Assists the LPD Division Director in establishing strategic plans and resource requests.
  • Provides organization and coordination on strategic goals related to the security of special nuclear material, information, property, and personnel at ORNL.
  • Ensures the S&S performance assurance program provides the means for timely identification and correction of deficiencies and non-compliant conditions to prevent adverse events and validate corrective action effectiveness.
  • Oversees the planning and coordination of facility emergency preparedness activities.
  • Leads the laboratory-wide public and emergency notification systems.
  • Ensures adequate emergency response capabilities are in place to minimize consequences to on-site personnel, the general public, the environment, and property from potential incidents involving operational emergencies.
  • Builds and maintains a work environment that promotes collaboration, performance, feedback, recognition, mutual respect, and employee engagement.

  • Interprets DOE Orders and ensure programs are implemented through ORNL management systems in accordance with requirements, while assisting the laboratory in achieving its scientific endeavors.

Basic Qualifications:

  • A BS degree in Management, Business Administration, Security Studies, or a related discipline.
  • A minimum of 3-5 years of leadership and management experience.
  • A minimum of 10-12 years of experience with DOE security and/or security operations in dynamic security environments.

 

Preferred Qualifications:

  • Broad knowledge of, and experience in, the general administrative practices for personnel, budget, and commitment management.
  • First-hand experience with the DOE/Federal budgeting process.
  • Excellent problem-solving skills.
  • Excellent written and oral communication skills.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced operational environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
  • Requires ability for 24/7 emergency response, when needed.

 

 

Special Requirements:

 

HSPD-12 PIV badge: This position requires the ability to obtain and maintain an HSPD-12 PIV badge.

 

Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
