Overview:
We are seeking a Group Leader for the Office of Technical Training Division team of Technical Instructors who will lead a team responsible for delivering high-quality, compliant technical training across the organization. This role ensures instructors are qualified, training is delivered effectively and consistently, and all instruction aligns with organizational goals and regulatory standards. The manager oversees scheduling, resource planning, performance evaluation, and continuous improvement of instructional practices, while serving as a key liaison with stakeholders to ensure workforce readiness and operational excellence.

Major Duties/Responsibilities:
The ideal candidate must be well-versed in Systematic Approach to Training (SAT), Compliance training, Instructional Skills. This role includes these major duties and responsibilities:

Lead and Develop Instructors
-
Supervise, mentor, and evaluate a team of technical instructors.

Promote continuous professional development and ensure instructor qualifications are maintained.

Ensure instructors obtain and maintain subject matter knowledge for field of instruction

Oversee Training Delivery
-
Ensure consistent, high-quality delivery of technical training aligned with approved curricula and organizational needs.

Monitor classroom instruction and implement improvements based on feedback and performance data.
-

Manage Schedules and Resources
-
Coordinate instructor schedules to meet training demand.
-
Ensure availability of training materials, equipment, and facilities.
-
Monitor and manage registrations for assigned course offerings.
-
Use the Learning Management System (LMS) for monitoring registrations, determining class assignments, setting delivery schedules, printing rosters, and verifying training records.

Efficiently navigate and utilize Learning Management Systems (e.g., SuccessFactors Learning) to manage course content, track user activity, and generate reports.

Maintain OTT heavy equipment and safety training equipment maintenance and inspection schedule, including scheduling vendors to perform work

Ensure Compliance and Quality

Ensure compliance with Technical Training requirements.

Verify that training delivery meets regulatory, institutional, and industry standards (e.g., DOE, ISO, SBMS).

Ensure compliance with environment, safety, health, and quality program requirements.

Support audits, implement corrective actions, and maintain records of instructor qualifications.

Responsibly manage exam banks and exams.

Collaborate with Stakeholders
-
Work closely with program leaders, instructional designers, and subject matter experts to align training delivery with job requirements.

Communicate regularly with operations, safety, and HR teams to anticipate training needs and resolve issues.

Maintain effective working relationships with internal and external customers in a professional manner and assist visitors as needed.

Interface with subject matter experts and Instructional Designers, accordingly, for classroom support

Track and Report Performance

Monitor and analyze instructional effectiveness, learner feedback, and training completion metrics.

Provide reports and briefings to leadership on instructional team performance and training outcomes.

Drive Continuous Improvement
-
Identify and implement best practices for instructional methods, classroom management, and learner engagement.
-
Foster a culture of excellence and accountability within the instructional team. Lead continuous improvement initiatives in support of OTT management.

Participate and function as a part of the OTT Leadership team

Participate in continuous improvement initiatives including ORNL representation in DOE sponsored organizations such as EFCOG and the Battelle Community of Practice Sub-Groups, as needed

Conduct assessments to ensure quality processes, tools, and training programs are compliant and effective

Basic Qualifications:

BS degree in a science, business, technical or related discipline

A minimum of ten years of related experience with a minimum of eight years of experience in training along with at least three years in a management position.

Candidates must possess Instructor Skills, Presentation Skills, or Basic Instructor Training and/or Certification.

Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
-
Must be comfortable interpreting data within LMS platforms to support decision-making, monitor learner progress, and identify trends.

Demonstrated ability in developing and maintaining strong customer working relationships and networks
-
Proficiency in software such as Microsoft Word, Excel, and PowerPoint
-
Excellent time management and organizational skills needed to complete deliverables on time.
Preferred Qualifications:
-
MS degree in business administration, science, business, technical, or related discipline.
-
Excellent written and oral communication skills.
-
The position requires a background in OSHA compliance for industrial-related courses.

Experience dealing with highly regulated training in a national laboratory or within the Department of Energy complex is preferred.

Strong data analysis skills and the ability to synthesize, identify salient points and themes, and draw conclusions from a mix of quantitative and qualitative information

Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Demonstrated ability in developing and maintaining strong customer working relationships and networks.
Special Requirements:

Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
