The Safety Services Division (SSD) within the Environment, Safety, Health and Quality (ESHQ) Directorate at the Oak Ridge National Laboratory (ORNL) seeks to hire exceptional and proven candidates to fill several Group Leader roles. SSD is in the process of restructuring the division to flatten the organization’s management structure and better align with the R&D Directorates’ needs. The successful candidates will provide leadership, guidance and technical expertise to develop, implement and maintain integrated H&S programs for the Worker Safety and Health management system in support of ORNL missions. The selected candidates will be responsible for developing, planning, organizing, coordinating and monitoring implementation of the H&S programs including construction activities. The Group Leaders will be responsible for managing the day-to-day operations of the organization (budget, planning, staffing, etc.) while developing the technical and organizational strengths of the programs and deployed staff. The selected candidates will interface with various stakeholders across the organization to ensure H&S requirements are properly implemented in support of the ongoing mission. Additionally, the selected candidates will provide day-to-day supervision of H&S staff which may include program managers and/or field deployed personnel.


Major Duties/Responsibilities

Serve as primary technical resource for issues related to industrial safety, industrial hygiene, and construction safety programs and/or implementation, providing advice and counsel to ORNL in matters relating to health and safety.


  • Provide professional health and safety program support to all levels of line management.
  • Provide expertise and oversite of health and safety expectations for all work conducted at ORNL including research and mission support related work.
  • Oversee the development, maintenance, and implementation of assigned Laboratory H&S programs as reviewer and management system point of contact; may serve as author and subject matter expert for some programs.
  • Research, interpret, and develop standards and procedures for compliance with accepted standards and guidelines.
  • Participate in inspections, assessments and audits, and advises management on regulatory requirements.
  • Develop and administer policies and procedures pertaining to industrial hygiene and safety consistent with applicable federal and state laws and regulations, Department of Energy (DOE) requirements, and UT-Battelle policy within the Standards Based Management System.
  • Provide health and safety guidance and assistance to the ORNL research community and support staff in a manner that is responsive to customer needs, consistent with regulatory requirements, and balanced by the best practices achievable.
  • Manage the development, implementation, and application of necessary data tracking systems for H&S programs. This includes implementation of tracking systems to ensure data are evaluated for favorable or unfavorable trends, implementation of tracking systems to monitor corrective actions taken on recommendations resulting from internal and external assessments and audits, and management of formal programs to meet reporting requirements.
  • Direct a proactive self-assessment program and a performance improvement program to ensure that all activities within the group meet DOE and ORNL contractor assurance and quality standards
  • Expected to serve in a role in support of the ORNL Emergency Response Cadre and as such will be on call.


Qualifications Required

  • Position requires a bachelor’s degree in public health, safety, industrial hygiene or related technical field, with a minimum of eight years of experience in management and field implementation of DOE’s Integrated Safety Management (ISM), and the DOE’s Worker Safety and Health Program (10 CFR 851) or an equivalent combination of education and experience.
  • A minimum of four years of directly related management experience in industrial hygiene, occupational and/or construction safety.
  • Excellent oral and written communication skills, interpersonal and influencing skills. Ability to effectively interface with DOE and UT-Battelle management and staff at all levels.
  • Current DOE security clearance or ability to obtain a clearance.
  • Self-motivated and organizational skills to enable planning, execution, and implementation in a timely manner.
  • Demonstrated team leadership experience and ability to achieve results through diverse cross-functional teams.


Qualifications Desired


  • Assessment, investigation, and Human Performance Improvement experience is highly desirable.
  • Demonstrated knowledge and experience with project management discipline and management systems.
  • Certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) and Certified Hazardous Materials Manager (CHMM) are desirable but are not required.
