Overview:
The Oak Ridge National Laboratory (ONRL) is seeking a mid-career Health and Safety (H&S) Professional who will serve as a program manager for assigned health and safety programs, with an emphasis on industrial hygiene (IH) related programs. This position will develop, manage and evaluate the implementation of IH and health and safety (H&S) programs for the purpose of improving the Worker Safety and Health (WSH) Management System’s integration and effectiveness across ORNL.
ORNL is the largest U.S. Department of Energy (DOE) science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. This position involves being part of a team that produces and manages IH and H&S programs and procedures that allow research scientists to perform cutting-edge science in a safe and compliant manner. This position resides in the Industrial Hygiene Programs Team in the Health and Safety Technical Services Group of the Safety and Operations Services Division, at ORNL.
Major Duties/Responsibilities:

Develop and maintain corporate and division level IH and H&S programs and procedures.

Perform periodic surveillances and assessments of assigned IH programs to verify compliance, program implementation and effectiveness and evaluate work practices, controls, and corrective actions.

Provide technical support to ORNL management, R&D, and facility operations staff in the application of H&S regulatory requirements, procedures, and standards that are applicable under 10 CFR 851, DOE Worker Safety and Health Program.

Provide professional leadership and program guidance for all the IH-related projects/programs managed.

Build and sustain an environment that supports cooperation and cohesiveness between H&S, operations, research and operations staff.

Continually seek ways to increase H&S efficiencies and effectiveness to improve ORNL H&S culture in support of the research mission and champion initiatives to do so.

Promote the Battelle Safe Conduct of Research principles including being personally responsible for ensuring safe operations, raising safety concerns, using a questioning attitude, considering hazards for every task, maintaining a healthy respect for what can go wrong, and knowing learning never stops.

Facilitate or participate in event critiques, causal analyses, and corrective action plan development.

Provide leadership and assist with the implementation of Integrated Safety Management (ISM) into the work planning and execution process.

Interact closely with customers and support other team members in work planning and hazard assessment.

Maintain the highest level of ethical standards in support of the Laboratory Agenda.

Basic Qualifications:
-
A BS degree in science, engineering, industrial hygiene/industrial safety or relevant technical field with a minimum of 8 years of related health and safety experience, or a Master of Science degree in industrial hygiene/industrial safety or relevant technical field with a minimum of 7 years of related health and safety experience.

Experience in field oversight/assessment of industrial hygiene/industrial safety performance and compliance with applicable local, state, and federal H&S standards and regulations.

Knowledge and background in the recognition, evaluation, and control of chemical/physical hazards and experience in hazard analysis/exposure assessment activities.
-
Experience in field oversight/assessment of industrial hygiene/industrial safety performance and compliance with applicable OSHA, local, state, and federal industrial hygiene and safety standards and regulations.

Demonstrated excellence in leadership, interpersonal, verbal, and written communication skills.
Preferred Qualifications:
-
Professional certification as a Certified Industrial Hygienist (CIH) is preferred
-
Experience working in an R&D environment, including previous H&S experience within the DOE complex or university research environment.

Experience in H&S oversight and work planning of complex research operations.
-
Experience working as a team player in an ever-changing, multi-discipline, multi-task, and integrated/functional organizational environment which requires interfacing with management, researchers, facility users/visitors, and operations staff.

Technical knowledge of IH instrumentation including: calibration, usage, limitations, and calculations/interpretations of results.
-
Professional certifications such as Certified Safety Professional (CSP), Certified Laser Safety Officer (CLSO), Certified Chemical Engineer (CCE), or Certified Hazardous Material Manager (CHMM) may be considered with relevant experience.

Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

Strong organizational and time management skills and ability to meet inflexible deadlines on own initiative.

Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Experience working with personal computer software including Microsoft Word, Excel, and PowerPoint.
Special Requirements:

Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
