Overview:

The Technical Support Services Group in the Safety, Engineering, and Support (SES) Section of the Nonreactor Nuclear Facilities Division (NNFD), within the Isotope Science and Engineering Directorate (ISED), is seeking a Document and Records Management Program Manager.  This position provides overall direction and management of the document and records management program for Isotope Science and Engineering Directorate (ISED), specifically including Nonreactor Nuclear Facilities Division (NNFD), Isotope Processing and Manufacturing Division (IPMD), and Radioisotope Science and Technology Division (RSTD).  This position is responsible for implementing a comprehensive, effective document and records management program to support the mission of ISED and directing/monitoring adequate implementation of applicable requirements.

 

Major Duties/Responsibilities:

  • Establish, maintain, and serve as the interpretive authority for the comprehensive document and records management manual(s) and associated procedures outlining protocols for document creation, revision, analysis, review, approval, control, and records in accordance with DOE Order 422.1, DOE Order 243.1C, Nuclear Quality Assurance (NQA)-1, current Good Manufacturing Practice (cGMP) guidance, ISO-9001, and SBMS Management System: Requirements, Documents and Records.
  • Provide guidance and interface between divisions on document and records management topics and requirements, including interface with Enrichment Science and Engineering Division (ESED) to ensure alignment for future integration, as needed.
  • Develop and maintain directorate-level procedures and other documents, as needed
  • Oversee activities of ISED document management staff and perform/direct performance of the following activities, as needed:
    • Support the creation and maintenance of documents including procedures, forms, plans, and program description documents.
    • Ensure procedures are technically adequate and written to a level of detail consistent with the qualifications and training of the expected users.
    • Coordinate documents through review, approval, and distribution as well as additional required analyses based on document type (e.g., Job Hazard Evaluation for technical procedures)
    • Manage controlled and working copy procedures/documents and verify adequate version control is implemented
    • Assist with identifying, scheduling, maintaining, and dispositioning of records
    • Coordinate support for document control center/satellite records repositories
    • Development/implementation of the process for converting hard-copy records to digital format in compliance with DOE requirements
  • Establish priorities for work completion and manage workload within the document and records management program, including allocating work among staff as necessary
  • Periodically evaluate the document and records management program against requirement documents and update the program as appropriate
  • Complete and/or assign and track completion of required assessments
  • Advocate for adequate resources for document management activities and program implementation

 

Qualifications/Skills Required

  • Bachelor’s degree with 5-7 years of experience or an equivalent combination of education and experience
  • Experience with procedure writing/management, technical writing/editing, records management

  • Prior experience in a nuclear environment

  • Demonstrated ability to work collaboratively with a diverse group of people having a wide range of technical and scientific backgrounds
