Overview: 

The Information Security Team in the Safeguards & Security Department at the Oak Ridge National Laboratory is seeking qualified applicants for an Information Security Specialist.  Successful candidates will be responsible for development, documentation, implementation, and compliance assurance of the new Controlled Unclassified Information (CUI) program as well as assisting with the Classified Matter Protection and Control (CMPC) Program. This work will be performed in accordance with Standards-Based Management Systems (SBMS) and work control processes.

 

Major Duties/Responsibilities: 

  • Assists with implementation and oversight of the CUI program.
  • Assists with implementation and oversight of the CMPC Program throughout ORNL.
  • Supporting establishment of ORNL's strategy related to the CUI program and communicating the strategy to staff.
  • Develops and maintains the CUI/CMPC training program as required.
  • Creates/updates and maintains Standards Based Management System (SBMS) and internal procedures regarding CUI/CMPC.
  • Conducts, performs and/or participates in reviews, inspections, assessments, and internal/external audits as required or requested by management.
  • Completes special projects as assigned by management.
  • Aides with the Incidents of Security Concern (IOSC) inquiries involving CUI.
  • Oversees the ORNL destruction program for protected information. 
  • Has a good understanding of CMPC policies.
  • Assists with maintaining documentation of approved classified file points, classified fax machines, and classified copiers, as necessary.
  • Assists with implementation of classified mailing and shipping at ORNL, as necessary.
  • Provides input for annual security refresher briefings.
  • Reviews plans, procedures, and other documents to ensure that the required elements are included in accordance with DOE Orders for Information Security.
  • Establishes and maintains a culture that supports personal safety, as well as the needs of the customers.
  • Understands company standards for safety and security, identifies conditions which may impede implementation of these standards, and initiates actions to correct identified conditions including “Stop Work Authority.”

 

Basic Qualifications:

  • A Bachelor’s degree in Criminal Justice, Business or other relevant degree
  • Five years of experience in a safeguards and security related field.  A combination of education and experience may be considered
  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

Preferred Qualifications:

  • Knowledge of the DOE Orders, with emphasis on the Classified Matter Protection and Control 471.6 and Controlled Unclassified Information 471.7.
  • Knowledge of standard office software systems (Microsoft Office suite) is required. Excellent written and oral communication skills
  • Preferred experience but not required:1) Derivative Classifier with experience identifying OUO, UCNI, PII and all other types of controlled unclassified information; 2) Developing and maintaining a new S&S program. 
  • Applicant must be highly organized, and able to prioritize, and manage multiple activities simultaneously. Applicant must be able to work alone, or as part of a team.
  • Occasional travel is required.
