Overview:
We are seeking an Issues Management Program Manager/Subject Matter Expert (SME) who will focus on standardization of ORNL Issues Management implementation within line organizations. This position resides in the Contractor Assurance group in the Office of Integrated Performance Management within the Laboratory Directors Office, at Oak Ridge National Laboratory (ORNL).

Major Duties/Responsibilities:
- This role will serve as the primary Program Manager/SME for Issues Management (IM) at ORNL.
- This covers standardization of ORNL Issues Management implementation within line organizations, developing/strengthening the training and qualification program, providing in-house training, establishing screening teams and trending boards, mentorship of deployed IM analysts, providing oversight and feedback of in-process issues, and driving improvements to performance in terms of quality and timeliness.
- This role will integrate closely with the Human Performance Improvement (HPI) SME to ensure ORNL Issues Management program appropriately integrates HPI elements, and associated corrective actions leverage HPI best practices.
- This role will work closely with Cause Analysis SME to establish new standards for event management elements spanning fact findings, investigations, and critiques in order to more efficiency execute those functions in response to events.
- A core component will be to refocus on the fundamentals of Issues Management; ensuring ORNL is effectively analyzing, responding, correcting, and learning from operational events/incidents.
- This position will be available to complete and lead ORNL’s screening of high significant issues, coordinate/lead the Corrective Action Institutional Review Board (CAIRB), provide oversight of aging issues, provide standards for quality closure/review, and other duties as assigned.

Basic Qualifications:
- A B.S. or B.A in business or technical discipline is required for this position.
- A minimum of 8 years of experience with a B.S. or 7 Years of experience with advanced degree.
- Previous Issues Management or Corrective Actions Program experience is required.
Preferred Qualifications:
- Excellent written and oral communication skills.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
Special Requirements:
Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
