Overview: 

We are seeking a Laboratory Shift Superintendent (LSS) Department Team Manager who will provide leadership, develop and manage the Laboratory Shift Superintendent department and direct the LSS activities to ensure the protection of on-site personnel, ORNL facilities, the environment, and the public. This position resides in the Laboratory Protection Division in the Facilities & Operations Directorate at Oak Ridge National Laboratory (ORNL).

 

Major Duties/Responsibilities: 

  • Lead and direct the activities of the LSS Department
  • Must maintain qualifications to perform as the shift LSS
  • Supervise and manage the LSS Group while maintaining knowledge, professional characteristics, skills, and abilities to supervise LSS Department operations.
  • Responsible for the readiness and operation of the Laboratory Emergency Response Center (LERC) and alternate location and associated equipment and electronic interfaces.
  • Responsible for operation, maintenance, and testing of LSS Sytems and equipment.
  • Maintain general technical knowledge of site and facility operations and ensure that frequent communications are maintained with the appropriate Division Leader, team members, ORNL Management, and DOE OSO.
  • Maintain qualifications as required for DOE exercise controller/evaluator.
  • Plan for both near- and long-term needs, anticipate and forecast operating costs, and manage, plan, and execute the LSS budget
  • Manage human resources tasks (e.g., performance, salary, development, discipline, onboarding, offboarding, etc.)
  • Provide clear vision, prioritization, accountability, support, and development opportunities to staff.
  • Ensures emergency planning, preparedness, and response capabilities are in place to minimize the consequences to onsite personnel, the public, the environment, and property from potential emergency incidents at ORNL.
  • Serves as the Laboratory Emergency Director for operational emergencies and Continuity Decision Maker for disruptions of continuity capability until relieved by the Crisis Manager when the Emergency Operations Center is operational.
  • Serves as a single point of continuous contact for the daily operation of the Laboratory, including operations that ensure the safety and security of people on site and the protection of assets, facilities, the environment, and the public.
  • Ensure individual performance goals are set, progress evaluated, feedback provided, and performance issues addressed professionally and in a timely manner
  • Ensure work is executed compliantly in accordance with the Standards-Based Management System (SBMS) and applicable internal operating procedures (IOPs).
  • Serve on committees and working groups as directed by the LPD Director (e.g., Site Use and Planning, ORNL Exercise Planning, ORNL Traffic Committees)
  • Build and maintain relationships with counterparts and Laboratory leadership.
  • Support the Laboratory agenda, which includes ensuring overall scientific productivity, enriching our culture and future workforce, and driving safety and security culture deeper into the organization.

Basic Qualifications:

  • A Bachelor of Science in Emergency Management, engineering, or other relevant discipline
  • A minimum of 8 years of recent experience in emergency management.
  • At least 3 years experience in a lead or supervisory role with problem-solving skills and the ability to handle high-stress situations.
  • Must obtain and retain a Q clearance

 

Preferred Qualifications:

  • A Master of Science (MS) degree in relevant field
  • Current or previous experience as a qualified Laboratory Shift Superintendent.
  • Familiarity with ORNL operations.
  • Excellent written and oral communication skills
  • Strong leadership skills, interpersonal skills, consensus-building skills
  • Motivated self-starter able to work independently and participate creatively in collaborative teams across the laboratory 
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever-changing needs
  • Works well in a team environment
  • Knowledge of Microsoft Office applications

 

Special Requirements:

  • Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
