Purpose:

The Nuclear Nonproliferation Division (NND) is a division operating within the National Security Sciences Directorate at Oak Ridge National Laboratory (ORNL). A key mission of the NND is delivery of R&D needed to improve the protection of nuclear materials and fuel cycle technology and prevent the theft, diversion, and illicit use of those materials or technologies, while at the same time allowing for their peaceful use in the global arena. The division is responsible for a range of expertise, facilities, and equipment and applies these combined assets to address challenges related to nonproliferation, safeguards, treaty verification, counterproliferation, and global nuclear security. NND staff contributes world class research, technology development, risk assessment, and systems analysis related to nonproliferation and counterproliferation. The division activities play a vital role in implementation of national policy issues that strive to ensure global nuclear security. The division is also responsible for the Nonproliferation Program Office that strives to engage across all organizations at ORNL to align the strategic competencies needed to support the nonproliferation and counterproliferation mission needs of the National Nuclear Security Administration (NNSA), the Department of Defense, the Department of Homeland Security, and other government agencies.

 

 

Job Duties and Responsibilities:

  • Design solutions for learning programs and incorporate learning sciences research into activities of nonproliferation programs.
  • Lead projects that incorporate program evaluation strategies and instructional design methods domestically and internationally.
  • Develop and conduct competency analyses and needs assessments that results in design solutions for sponsor programs and international partners.
  • Mentor and lead team members to design, develop, and implement innovative learning solutions for delivery in a classroom, on a web-based platform or mobile device, in a blended learning environment, or for a combination of delivery platforms.
  • In-depth knowledge of functionality of learning management systems (LMS) and learning management content management systems (LCMS).
  • Provide project management oversight to ensure milestones are monitored and met.
  • Ensure compliance with environment, safety, health, and quality program requirements.
  • Maintain a strong commitment to the implementation and perpetuation of values and ethics.

 

 

 

Required Qualifications:

  • Master’s degree in instructional design, human resource development, or completion of an equivalent curriculum that focuses on learning and development.
  • Advanced knowledge of learning science research and methodologies and their applications.
  • Seven years or more of relevant experience leading learning teams and working with sponsor programs.  
  • Experience with web-based, classroom, and/or blended learning strategies or an equivalent combination of education, training, and experience.
  • Advanced knowledge in Microsoft Office Suite and Microsoft Project.
  • Must be reliable, self-motivated, and focused on high-quality delivery of work products and possess superb organizational and time management skills.
  • Self-starter able to set priorities to accomplish goals and meet milestones independently and collaboratively in a team environment.
  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
  • This position requires domestic and international travel.
  • Excellent interpersonal and communication skills (written and verbal).

 

 

Preferred qualifications:

  • Extensive work with a learning management system is a plus.
  • Excellent computer skills with demonstrated working knowledge of Adobe products.
  • Demonstrate the ability lead others in the implementation of instructional design research and methodologies.
  • Interface effectively with all management levels within the project team and organization.
