Overview: 

The Oak Ridge National Laboratory (ORNL) seeks to hire a Program Manager for the Integrated Operations Support Division’s Metrology Laboratory Program in the Facilities & Operations Directorate.  The ORNL Metrology Laboratory provides in-laboratory calibration services to the ORNL research and operations community as well as some external customers.  With the exception of mass balances, all calibration activities are conducted in the Metrology Laboratory facilities which are located on site at ORNL.  Another ORNL organization provides field (in-situ) calibration activities.  

 

Major Duties/Responsibilities: 

  • Responsible for the safe and effective management of the day-to-day operations of the ORNL Metrology Laboratory, including Bargaining Unit and Exempt employees.
  • Serves as subject matter expert for calibrations for the entire ORNL facility and maintains the overall ORNL calibration program procedure (Standards Based Management System:  Calibration Subject Area)
  • Ensures that the ORNL Metrology Laboratory is represented in professional metrology-related organizations and colleges/universities through service on boards and committees and attendance at national conferences
  • Responsible for managing Metrology Laboratory to remain within budget and provide input into the budgeting process.
  • Responsible for managing Bargaining Unit employees within the boundaries of the Bargaining Unit Contract
  • Responsible for establishing performance expectations for Exempt staff and evaluating staff performance in annual performance reviews, including performance ratings.
  • Abide by the principles of Safe Conduct of Research including being personally responsible for ensuring safe operations by raising safety concerns, using a questioning attitude, considering hazards for every task, and never stop learning.
  • Ensures that the ORNL Metrology Laboratory maintains and expands, as appropriate, its National Voluntary Laboratory Accreditation Program (NVLAP) accreditation to ISO standard 17025:2017
  • Reviews and approves operating procedures, quality manual, uncertainty budgets, etc.
  • Maintains current knowledge of new measurement techniques and ensures the ORNL Metrology Laboratory remains on the cutting edge of the metrology technology.
  • Maintains, monitors and uses appropriate performance metrics to ensure that the ORNL Metrology Laboratory meets expectations of management.
  • Provides training and presentations to other ORNL organizations in Metrology-related subjects
  • Actively communicates ORNL Metrology Laboratory capabilities and services to other internal-ORNL customers and prospective customers as well as potential external customers (including other DOE labs, other government laboratories and commercial customers) where appropriate with the goal of expanding service opportunities to them.
  • Interfaces with other ORNL organizations to obtain services, as needed, for Metrology Laboratory facilities and operations

 

Basic Qualifications:

  • Bachelor’s degree in engineering or a technical discipline with a minimum of 8 years’ of relevant experience working in a calibration laboratory or setting
  • Minimum of 3 years of lead experience managing operations and personnel
  • Ability to obtain and maintain a DOE Q clearance

 

Preferred Qualifications:

  • Experience with working in an ISO-17025 accredited laboratory
  • Experience with metrology asset management system software such as Fluke’s Met Team or similar software.
  • Experience with a metrology calibration automation program such as Fluke’s Met Cal or similar software.
  • Significant experience with and proficiency in uncertainty budgeting
  • Significant experience with and proficiency in Microsoft Excel, Power Point, Outlook and Word, or similar software.
  • Experience directing the work of both bargaining unit and non-bargaining unit staff
  • Excellent verbal and written communication skills.
  • Comfortable with developing and presenting technical and administrative presentations to medium and large audiences.
  •  Ability to work with and build effective relationshipswith a broad range of staff and customers, including researchers, managers and administrative and craft staff.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory 
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs

 

Physical Requirements:

Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.

Q or L clearance:

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
